Road, rail, transit and port projects across the U.S. are receiving $1.8 billion in discretionary grant awards from the Rebuilding American Infrastructure with Sustainability and Equity program (RAISE). The water-to-cement ratio (w/cm) has widely been known as the most important parameter in concrete with no established procedure to measure it. Tyler Ley, civil engineering professor and founder of Concrete Freaks introduces a practical tool called the Phoenix that can be used in either the lab or the field to measure the w/cm in 15 minutes.
