Mid Shore Behavioral Health (MSBH) is a private, not-for-profit 501(c)(3) regional core serving agency serving the five counties of Maryland's mid-shore: Caroline, Dorchester, Kent, Queen Anne’s, and Talbot. Our primary responsibility is for community planning, management, and monitoring of publicly funded medically necessary mental health services in the five-county region for consumers across the life span: children, adolescents, adults and the aging population. MSBH’s mission is to continually improve the provision of behavioral health services for residents of Caroline, Dorchester, Kent, Queen Anne's and Talbot Counties through effective coordination of care in collaboration with consumers, their natural support systems, providers and the community at large.

This initiative will assess behavioral health, economic stability, health, education, and community needs across five Maryland counties: Caroline, Dorchester, Kent, Queen Anne’s, and Talbot. MSBH is seeking a consultant or agency to collect and analyze data, engage stakeholders, and compile a comprehensive report by June 30, 2025, to guide systems management and support funding opportunities. Interested applicants must demonstrate expertise in needs assessments and knowledge of the Eastern Shore, submit a five-page proposal (excluding budget), and address specific evaluation criteria, including a detailed action plan and budget.
