Counties in California play a key role in the tapestry of governments that provide services to our residents. As the only countywide general purpose local government, we are in a unique position to facilitate and coordinate joint efforts with cities, school districts and special districts to address critical issues of regional concern. In addition, counties are specifically charged by the State with providing services to those most at risk: children, the elderly, the poor, those with health problems and those involved in the criminal justice system. Counties have dual responsibilities. We provide “municipal” services (like land use planning or law enforcement) to the unincorporated area of the county. We also provide certain “countywide” services, which generally focus on the most disadvantaged members of the community (like welfare-to-work programs and health care), on criminals after they have been arrested (like prosecution, probation and jail) or on core civic services (like elections, document recording and property tax assessment and collection).

    Today, the Board of Supervisors celebrated the retirement of Chief Michael Marcucci of the CALFIRE/Napa County Fire Department after an esteemed 26+ year career with the CAL FIRE, the last two-plus years of which he served Napa County. In 1990, Chief Marcucci began his fire service career as a seasonal firefighter with Marin County. He then went on to serve with Columbia College, Sonora City, Tuolumne County and Marysfille Fire Departments before being hired by CALFIRE. As the CAL FIRE Sonoma-Lake-Napa Unit and Napa County Fire Chief, Chief Marcucci has been responsible for all CAL FIRE operations within Napa, Colusa, Lake, Solano, Sonoma, and Yolo counties. Throughout his career, Chief Marcucci has exemplified the highest standards of professionalism, diligence, and humility. Thank you Chief Marcucci for your invaluable contributions to the community!     The Napa County Board of Supervisors today approved a three-year contract agreement with Service Employees International Union (SEIU) Local 1021, the county’s largest union representing over half county government’s workforce. This agreement, designed to increase pay and benefits for SEIU members over three years, will support the county’s employee retention and recruitment efforts, address inflationary pressures, and uphold the county’s responsibility to manage public funds prudently. Key elements of the agreement include: -An 11 percent cost-of-living pay increase over three years (4 percent in 2024, 3.5 percent in 2025 and 3.5 percent in 2026) -Annual increases in county deferred compensation match to employee 401A accounts -An increase in bilingual pay -Observance of Indigenous People’s Day (the second Monday of October) -Winter Recess (all non-essential operations will close December 26-31) Read more: https://lnkd.in/gzvevUwx

    Napa County has been selected as a recipient of the 2024 National Association of Counties (NACo) Achievement Awards! The NACo Awards recognize Napa County’s Affordable Accessory Dwelling Unit (AADU) Forgivable Loan Program as an outstanding government program for the Best-In-Category of “Community and Economic Development."     To increase public accessibility, Napa County will add an additional evening meeting for the 2024-2025 fiscal year budget on Monday, June 10 starting at 6 p.m. Further enhancing accessibility and fostering the county’s value of inclusivity, Napa County will be launching the artificial intelligence (AI) language translation platform Wordly at the June 10 meeting. Community members must bring their own devices and earphones to listen to or read the translation in person or they can listen and read the live transcript of the meeting in Spanish via Zoom (Meeting ID: 842-343-169).     The Board of Supervisors today proclaimed June 2024 as Elder Abuse Awareness Month. Napa County’s older adults deserve to be treated with respect and dignity as valuable leaders, mentors, volunteers, and residents who contribute immensely to our community, and sadly elder abuse is a silent epidemic with 1 in 10 adults over the age of 60 experiencing some form of abuse in the United States with cases still widely underreported. Kristi Guerrero, Social Worker Supervisor with Adult Protective Services, reminded everyone that abuse of older adults and adults with disabilities is preventable and everyone has a role to play. She shared five things everyone can do: 1. Listen to older people and caregivers to understand their challenges and provide support  2. Educate one another about the signs of abuse and how to get help  3. Report suspected abuse or neglect as soon as possible  4. Build a community that fosters social connections and supports  5. Reach out to professional services for support where available.     Thanks to everyone who joined us to celebrate raising the LGBTQIA+ Pride Flag at Napa County Health and Human Services Agency and the Napa County Administration Building! The morning's events paid tribute to the legacy of former San Francisco Supervisor Harvey Milk who became the first openly gay man to be elected to public office in California. The LGBTQIA+ Pride Flag will be flown through the end of the month of June to celebrate Pride Month, an opportunity to uplift the voices and culture of the LGBTQIA+ community and support LGBTQIA+ rights.
