The Association’s members handle more than 97% of the entries for goods imported into the United States and are directly involved with the logistics of these goods. Further, members operating as OTIs are involved with approximately 80 to 85% of all exports from the United States.

NCBFAA Joins 35 Trade Associations Urging Congress to Renew GSP NCBFAA joined 35 trade associations in a Nov. 21 letter to Congress urging the prioritization of legislative action to renew the Generalized System of Preferences (GSP) program before the end of the year. GSP, which lapsed on Dec. 31, 2020, supports American workers and the development of 119 emerging economies by eliminating tariffs and opening the U.S. market to qualifying, non-sensitive exports from those countries. Since the GSP expired, it’s estimated that American companies have paid more than $4 billion in additional duties and taxes. “Since GSP expired, American companies have paid over $4 billion in extra taxes,” “GSP expiration has hindered American companies’ effort to diversify suppliers and build more resilient supply chains, including reducing dependence on China,” said the associations’ letter, which was sent to the leadership offices of the House Ways and Means Committee and Senate Finance Committee, as well as the House and Senate Committees overseeing trade and foreign affairs. The associations highlighted GSP renewal legislation that has already been done. The GSP Reform Act (H.R.7986) incorporates virtually all the bipartisan GSP provisions from the trade package approved 91-4 by the Senate during the 117th Congress. H.R. 7986 also modernizes the program with updates to review procedures (e.g. expedited review) and “competitive need limitations” (CNLs). For example, the CNL Update Act (H.R.6555) enjoys strong bipartisan support, as did similar bills in the 117th Congress. In addition to GSP renewal, the associations asked Congress to “show global leadership” by extending the African Growth and Opportunity Act (AGOA) and the Haitian Hemispheric Opportunity through Partnership Encouragement Act and the Haiti Economic Lift Program Act (HOPE-HELP). Both programs expire Sept. 30, 2025.
