The National Telecommunications and Information Administration (NTIA), located within the Department of Commerce, is the Executive Branch agency that is principally responsible for advising the President on telecommunications and information policy issues. NTIA’s programs and policymaking focus largely on expanding broadband Internet access and adoption in America, expanding the use of spectrum by all users, and ensuring that the Internet remains an engine for continued innovation and economic growth. These goals are critical to America’s competitiveness in the 21st century global economy and to addressing many of the nation’s most pressing needs, such as improving education, health care, and public safety.

On July 30, 2024, NTIA published guidance to help Broadband Equity, Access, and Deployment (BEAD) Program stakeholders meet the Build America, Buy America (BABA) requirements, ensuring accountability and promoting U.S.-based manufacturing. A central component of this effort is the BABA Self-Certification List, which allows manufacturers to voluntarily ‘certify’ their equipment meets domestic production standards. This self-certification process requires transparency and fair competition, while helping stakeholders source broadband equipment that aligns with federal requirements. In a recent update to the BABA map, 18 additional companies joined the certification list, bringing the total to 45 self-certified manufacturers. These companies, ranging from small family-owned businesses to multinational corporations—are producing broadband equipment that will play a key role in connecting Americans to high-speed internet. NTIA will continue updating the list as more manufacturers participate. By prioritizing domestic production, the BEAD Program supports the Biden-Harris Administration's goals of expanding broadband access, creating jobs, and strengthening American manufacturing. Multilingualism on the Internet is fundamental to digital inclusion and enables meaningful connectivity. Since the Internet Governance Forum (IGF) is the preeminent venue for bringing together stakeholders to discuss Internet-related public policy issues, NTIA co-organized a hybrid session on achieving a multilingual Internet at this year's IGF in Riyadh, Saudi Arabia. We collaborated with the governments of Egypt, India, and the United Kingdom on this important initiative. The workshop, "Challenges & Opportunities for a Multilingual Internet," featured case studies from our co-organizers and generated robust discussion among stakeholders in the Internet governance community. A key insight emerged: while the multistakeholder community has developed technical solutions for multilingualism, governments must play a crucial role in promoting their wider deployment. Through collaborative efforts from all stakeholders, improved multilingualism on the Internet will provide a gateway for the next billion Internet users. Last week, we announced $273M in awards for seven innovative projects aimed at bringing open radio units to market, reducing costs, and strengthening supply chain resilience. NTIA is requesting public input on conducting ethical research using data from social media platforms, AI systems, and other online sources. With a longstanding commitment to promoting privacy and supporting digital research, NTIA has worked on critical issues like kids' online health and safety, AI accountability, and openness in AI models. In partnership with other U.S. agencies, we are considering the need for ethical guidelines for researchers working with pervasive data—information about individuals collected from online services. This effort spans diverse fields and expertise, and we encourage interested parties to share their perspectives by submitting comments.
