But a recent report from Ohio River Valley Institute reveals that Beaver County is worse off today— with fewer jobs, businesses, and residents in the region —than it was before Shell announced its plans to build this towering facility. And the bad report card doesn’t end there. Within six months of starting operations, the plant also exceeded its 12-month emission limit, leaving Beaver County residents to shoulder the health costs associated with excessive pollution.
