About us
The Otay Water District is a water, recycled water, and sewer service provider. Through the efforts of a small group of private citizens, ranchers, and landowners who were concerned about the declining quality and quantity of water from their rural wells, the State Legislature authorized the establishment of the Otay Water District in 1956 as a California Special District under the provisions of the Municipal Water District Act of 1911. The Otay Water District is a "revenue neutral" public agency where each end user pays only his or her fair share of the District's costs of acquiring, treating, transporting, or the operation and maintenance of the public water, recycled water, or sewer facilities. The District provides water service to more than 238,000 customers within roughly 125 square miles of southeastern San Diego County, California. Its facilities serve the water, recycled water, and the sewer service needs of customers residing in the communities of eastern Otay Mesa along the international border with Mexico, eastern Chula Vista, Jamul, Spring Valley, Rancho San Diego, and unincorporated areas of El Cajon and La Mesa.

Otay staff and board members had a blast at last night’s City of Chula Vista Starlight Parade!✨ We covered our valve maintenance truck with lights to spread joy throughout Chula Vista’s Downtown Third Avenue. This truck is typically used for operating, exercising, and turning valves, a vital task in maintaining our water infrastructure.

Congratulations to Ava Fabunan! Her artwork is featured in the Metropolitan Water District of Southern California’s 2025 Student Art Calendar. Earlier this year, Ava earned third in Otay Water District’s annual poster contest and advanced to MWD’s contest. Her creative piece highlights ways to use water wisely at home. “I thought that by making a character talking about how to conserve water, it would really inspire kids of all ages.” – Ava MWD honored all the winning students from across Southern California at a special recognition event in Los Angeles. Congrats to all the winners! 🎉👏 Calendars are available to Otay customers at 2554 Sweetwater Springs Blvd., Spring Valley, CA 91978. #WaterEducation #CAwater
