Some politicians in Portland who are learning about participatory budgeting ask good questions about the details and feasibility of implementation. There is lots to say because there so many cities and localities in the US who are implementing PB already, some for over a decade. Residents have advocated for launching participatory budgeting in Portland since 2011. Community advocacy has grown steadily since a Community Forum on the topic in 2018 and with a pilot process with East Portland youth that allocated $500,000 in COVID recovery funds. Last year Portland Charter Commission proposed a PB charter amendment like Boston’s. The City Council has taken no action and Portland remains the only major City on the West Coast—from L.A. to Vancouver B.C.—without a municipal PB program.
