CALL TO ACTION: We urge foundations to use your influence – and lawful ability to lobby in self-defense – to oppose H.R. 9495, the "Stop Terror-Financing and Tax Penalties on American Hostages Act". If enacted, the bill would empower the U.S. Treasury Secretary to unilaterally deem nonprofits as terrorist-supporting organizations and revoke their tax exemptions with little due process. The vague language in the bill could be used against public charities and private foundations that support various human rights campaigns, reproductive rights, and environmental protections. This bill has passed the House and is headed to the Senate. This is the moment to call your Senators and register your opposition to the bill. For private foundations, the exception to restrictions on lobbying is "self-defense." Having your assets frozen with no due process is an existential matter that threatens the independence and operations of our sector. This is the moment this sector can and should step in and stop a bill that could be weaponized against nonprofits and foundations.
