The Office of Criminal Conflict and Civil Regional Counsel (Regional Counsel or RC3) is a State Agency created in 2007 by Senate Bill 1088 to provide legal representation to indigent clients.
RC3 provides legal representation in both civil and criminal cases.
We are appointed in criminal cases that the Public Defender’s Office is prohibited by law from taking due to a conflict of interest, which includes cases in the Felony, Misdemeanor, Domestic Violence and Delinquency Courts.
The office is also appointed to provide representation in civil cases in Dependency Court as well as in the Probate Court involving involuntary civil commitments including but not limited to guardianships and adult protective services.
The Regional Counsel Offices geographic areas of responsibility were created in 2007 to coincide with the boundaries of the then existing five District Courts of Appeal.
Region Three (called RC3) serves the 11th and 16th Judicial Circuits comprising a population base of approximately 2.5 million people, and services approximately 60 courtrooms on a daily basis. The Agency began taking cases in January 2008 in both the 11th and 16th Judicial Circuits.
