The San Diego Housing Commission (SDHC) is an award-winning public housing agency that has earned national recognition for its innovative programs that provide housing opportunities for individuals and families with low income and/or experiencing homelessness in the city of San Diego—the eighth-largest city in the nation, second largest in California. Established in 1979, SDHC's major major program functions include: Providing federal rental assistance for more than 16,000 households with low income annually; Leading collaborative efforts to address homelessness, including HOUSING FIRST – SAN DIEGO, SDHC’s landmark homelessness action plan, which has created more than 10,600 housing solutions since its launch in November 2014 for San Diegans experiencing homelessness or at risk of homelessness; and Creating and preserving affordable rental housing units through collaborations with developers, as the owner and/or operator of affordable rental housing units, and by administering City of San Diego land use programs, such as inclusionary housing. SDHC was pleased to join partners on the affordable housing development Harrington Heights to celebrate a construction milestone at a “topping off” ceremony this afternoon. The ceremony commemorates the last beam being installed at the top of a structure. Developed by Chelsea Investment Corporation, Harrington Heights is a 15-story building that will provide 270 affordable rental housing units in downtown San Diego’s East Village neighborhood for families experiencing homelessness or with extremely low income. Construction is expected to be completed by the end of 2025. SDHC awarded rental housing vouchers to help residents pay their rent and a loan to support the development. We look forward to the grand opening. Congratulations to all involved with this development. More than 260 shelter beds will be added to the City of San Diego’s homelessness response system through agreements the SDHC Board of Commissioners unanimously authorized today. The City of San Diego is funding these new shelter beds, and SDHC will administer the contracts with Veterans Village of San Diego, San Diego Rescue Mission and TURN Behavioral Services. Of these added beds, Father Joe's Villages will operate 130 beds at VVSD's campus through an amendment to an existing contract that SDHC administers. Congratulations to SDHC’s Financial Services and Procurement departments for receiving national honors in 2024 for their work. The Financial Services Department has received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association (GFOA) of the United States and Canada for 16 consecutive years and the Award for Outstanding Achievement in Popular Annual Financial Reporting from GFOA for 14 consecutive years. And this year is the eighth consecutive year that SDHC’s Procurement Department was recognized with the Achievement of Excellence in Procurement Award from the National Procurement Institute, Inc.

SDHC honors the service and sacrifices of those who have served in the military, including David, a U.S. Marine Corps veteran. After experiencing homelessness, David moved into a rental home of his own with a Veterans Affairs Supportive Housing (VASH) voucher from SDHC. The U.S. Department of Housing and Urban Development funds VASH vouchers, which help participants pay rent, and the U.S. Department of Veterans Affairs San Diego Healthcare System provides clinical health and case management services for VASH participants like David. “It feels like community,” David said of the apartment complex he moved into.
