About us

The Southern California Association of Nonprofit Housing is a membership association, founded in 1985, that supports and advocates for those who develop and sustainably operate affordable housing. SCANPH is uniquely situated to identify, prioritize, strategize, and lead policy efforts that are designed to create an environment conducive to affordable housing development. We are measured by our ability to serve low-income residents of the region by securing critical public subsidy funds for new affordable home development, and by our ability to make our members more effective developers amidst funding and resource challenges. SCANPH strives to increase the capacity and expertise of our members, educate policymakers and the public about the need for affordable housing, and help to establish policies and programs that further these objectives. We serve the Southern California region of Los Angeles, Orange, Ventura, Riverside, and San Bernardino counties. Together, these counties represent the largest population base in California, the greatest concentration of poverty and housing need, and a vibrant mix of communities with diverse resources and approaches to affordable housing SCANPH’s members have produced tens of thousands of apartments, condominiums, and houses throughout the region. These developments provide housing and services to people who have been homeless, the disabled, elderly, veterans, the working poor, single-parent households, immigrants, low-income families, and low-income first-time homebuyers—among other economically disadvantaged individuals.

    So honored that Culver City Project Homekey was selected for the SCANPH Homes Within Reach Award for 2024 Rehabilitation Development Project of the Year. JKA is grateful to have had the opportunity to work with The City of Culver City Housing and Human Services Department and see this project through from feasibility study to construction completion. Beginning in 2020, the City of Culver City with JKA as its consultant, proactively inventoried its older motel properties, developed relationships with existing property owners, and was ready to act when Project Homekey 2 funding became available. The City Council then immediately authorized the acquisition of two adjoining motel properties and working with a staff-led team, brought together JKA as architect, engineers, other disciplinary experts, and a contractor to develop, design, bid, construct and complete the project in 18 months. Upon seeing the facility, 55th District State Assemblymember Isaac G Bryan stated, “This is government at its best. When all levels of government work together in solidarity, we can bring millions of dollars...to house our fellow citizens and continue pushing this effort forward." It's no secret that Doug has been and will continue to be a fierce advocate for #AffordableHousing and will continue the mission of creating stable, vibrant, and healthy communities for all.

    Looking for new adventures

    Dear friends and colleagues,    After 13 amazing years at Mercy Housing, I have decided to step down.  Or more accurately, I am stepping back in order to give myself the opportunity to consider what comes next.     The time I have spent at Mercy Housing has been extraordinary. This work is simultaneously joyful, frustrating, and meaningful.  Together, we have created and now manage thousands of affordable homes. We have helped residents to reach for their dreams, and they in turn have taught us what being human is really about.     As you can tell, I still believe fiercely in our mission. I believe even more in my coworkers and our board, which is why I know it's okay to pass the baton.    I hope that the culture we have built and the depth of talent and commitment within this amazing organization will be what people remember most about my contribution to Mercy Housing.   This was not an easy decision. l will miss being part of this family and this work. But it's time for me to find new ways to contribute to our shared vision. I don't know what I will do next. But regardless of the specifics, my goal is to continue work creatively and in community with all of you to build a more just and joyful world.     Thank you   Doug

    🏗️ We're happy to announce that Santa Monica Vermont Apartments, a new affordable housing development located over the Vermont/Santa Monica Metro station in East Hollywood, has won the Southern California Association of NonProfit Housing (SCANPH) Multi-Family Development of the Year Award! Bringing 187 affordable housing units to East Hollywood, with half of them being Permanent Supportive Housing units for homeless individuals, the project also provides 24,000 square feet of retail space for local and legacy small businesses in the area.
