The Medicare-Medicaid Integration Alliance (MMIA) is dedicated to improving care for the more than 12 million people dually enrolled in Medicare and Medicaid. MMIA is composed of consumer, advocacy, policy, payer, and other diverse stakeholder organizations that want healthcare and social services to be more integrated. That way, they’d work better for the millions of people eligible for both Medicare and Medicaid and enable the care they receive to be more effective and efficient.

A study by NORC at the University of Chicago provides a critical look into the impact of Medicaid unwinding on people dually eligible for Medicare and Medicaid: 1. More than 1.6 million dually eligible people lost full Medicaid coverage since the unwinding began in April 2023 2. Only 2% have re-enrolled in Medicaid 3.The number of people who are dually eligible that lost coverage varies widely by state Dually eligible individuals need policies that simplify enrollment so that people who are eligible for the program and stay enrolled. They also need their coverage simplified through improving the integration of Medicare and Medicaid. A blog from the Leonard Davis Institute of Health Economics (Penn LDI) details the challenges people who are dually eligible for Medicare and Medicaid often face and offers recommendations for reforms. “Only about 10% of dually eligible individuals receive Medicare and Medicaid through fully integrated plans that manage benefits and spending across both programs. The rest have largely uncoordinated coverage, with separate Medicare and Medicaid insurance cards and coverage rules that are not harmonized,” writes Senior Fellow Eric Roberts. Recent data from The Commonwealth Fund highlight the growing population of individuals who are dually eligible. As this population continues to grow, we're pushing for person-centered solutions to integrated care. Approximately 12.8 million Americans are dually eligible in 2024. This population typically has greater health care needs, yet faces poor coordination that leads to worse outcomes and higher costs for taxpayers. Key facts about individuals eligible for both Medicare and Medicaid: • 26% have five or more chronic conditions • They generate 1/3 of Medicare & Medicaid spending • Federal spending for this population reached $440.2 billion in 2019 It’s crucial that we continue to advocate for policies that improve health outcomes and quality of life for individuals who are dually eligible.
