About us
SURA is the leading, bilateral, non-governmental organization in Switzerland that facilitates Swiss company engagement in Ukraine’s reconstruction process in a transparent and effective way. We help companies identify and evaluate available projects, link them with the right partners in Ukraine and stand by them throughout the implementation process. The challenge for a Swiss company is how to navigate the multiple sources of information and activities devoted to Ukrainian reconstruction that have mushroomed in Ukraine, Switzerland and globally. It is difficult for Swiss SMEs and MNEs to clarify what is actually needed on the ground and how to offer products and services to successfully fulfill these needs. This is where SURA comes in. SURA offers a single, unified Swiss-based platform to consolidate all Ukraine-related information and activities. For Swiss companies, many of the viable reconstruction projects are on the municipal or regional levels. SURA can leverage its extensive network of contacts not only on the federal, but especially at the local level to help companies access these projects. Once a project has been identified, SURA will provide guidance throughout the implementation process so companies avoid pitfalls and achieve results.

The Swiss-Ukrainian Reconstruction Agency SURA has conducted a program of webinars for Swiss companies that want to get involved in Ukrainian reconstruction this year. The aim of our series is to prepare firms by informing them not only about the current economic landscape but specific sectors and issues relevant to doing business in Ukraine in the current environment. The final webinar of the year was on "Funding and Guaranteeing Foreign Investments in Ukraine". The webinar which took place on November 26, 2024 was moderated by Sven Henniger, Co-Director, Swiss-Ukrainian Reconstruction Agency (SURA); Head, Joint Chamber of Commerce Switzerland-Eastern Europe, Central Asia, South Caucasus JCC Ukraine Chapter and JCC Board Member. SERV's export credit insurance and further services for Swiss companies doing business in Ukraine was showcased by Vira Tsymbalyuk, Senior Vice President, Project Finance & Infrastructure, Swiss Export Risk Insurance SERV. Elena Voloshina, Head of Operations, International Finance Corporation IFC - International Finance Corporation Ukraine described IFC's initiatives to support reconstruction in Ukraine. Peter Thomsen and Ivan Agabekov, INOKS Capital S.A. discussed the financing challenges facing their agricultural company in Ukraine. SURA's series of webinars on doing business in Ukraine under conditions of war and updates on the Swiss reconstruction program will continue in 2025, so stay tuned!

It was an honour for the Swiss-Ukrainian Reconstruction Agency SURA represented by Sven Henniger, Co-Director to participate in the Swiss Pavilion at the #ReBuildUkraine exhibition and conference focused on infrastructure, energy, industry and housing, which took place in Warsaw on November 13 and 14, 2024. The event was another important platform that brought together key players from Ukraine and Western European countries at all levels, including the private sector and international organisations. Swiss companies and organisations that were part of the Swiss Pavilion are involved or keen to engage in Ukraine's reconstruction process. Ambassador Andrea Rauber Saxer, SECO, welcomed the Swiss companies and organisations to the Swiss Pavilion and emphasised the importance of continued engagement and support for war-torn Ukraine. The Swiss-Ukrainian Reconstruction Agency SURA, a partnership between Joint Chamber of Commerce Switzerland-Eastern Europe, Central Asia, South Caucasus JCC and Ukrainian-Swiss Business Association was established to facilitate Swiss private sector involvement in the reconstruction of Ukraine. A highlight of the conference for us was the signing of an MOU between SURA, represented by Sven Henniger, Co-Director and HELVETAS Ukraine, represented by Petr Base and Thomas Mauget at the Swiss Embassy in Poland. We look forward to a productive cooperation. Special thanks to the Ambassador of Switzerland in Poland Filliez Fabrice for the warm welcome at the Embassy and the excellent raclette. On November 14, Sven Henniger, Co-Director, Swiss-Ukrainian Reconstruction Agency SURA signed an MoU with Helvetas Ukraine represented by Petr Base and Thomas Mauget at the Swiss Embassy in Poland. The agreement was signed on the sidelines of the ReBuild Ukraine conference in Warsaw. We look forward to an excellent cooperation.

SURA supports the Swiss private sector to get involved in Ukrainian reconstruction.
SECO is strengthening its cooperation with Kharkiv City to ramp up winterization and rehabilitation efforts. Kharkiv is one of the most affected areas of the war. In response, Ambassador of Switzerland to Ukraine Félix Baumann met with Kharkiv City Mayor Ihor Oleksandrovych Terekhov to launch a new modality of Swiss-Ukrainian partnership focusing on restoring residential buildings. During the meeting – because of a current air alert, it took place in the shelter –, a Memorandum of Understanding was signed between SECO and Kharkiv Сity Сouncil. Through the financial support of SECO, Swiss business will contribute to the partial repair of damaged civilian buildings in Kharkiv. As part of the partnership, the Swiss private sector will teach professionals essential skills that are needed for reconstruction. SURA's 3rd webinar in this autumn's cycle was on the topic of “Ukraine’s #Procurement Process: An Introduction to Bidding on Projects in Ukraine.” The event which took place on October 8, featured Ario Dehghani, Counsel, Compliance & Investigations and Volodymr Stetsenko, Associate, Baker McKenzie Ukraine B.V. who unpackaged the tendering process in a thorough, user-friendly fashion. After an overview of the procurement landscape (including statistics, donors and platforms) the speakers analysed key procurement procedures, possibilities and risks. The webinar, moderated by Sven Henniger, Co-Director, Swiss-Ukrainian Reconstruction Agency SURA; Chair, Joint Chamber of Commerce Switzerland-Eastern Europe, Central Asia, South Caucasus (JCC) Ukraine Chapter provided another valuable instrument for Swiss and other foreign companies that want to get involved in Ukrainian #reconstruction projects.
