At day 1 of Slush, one thing stood out for me. Europe has the talent and ideas to lead the global startup scene. Yet, valuable founders are leaving for the US because regulations are easier there. Andreas Klinger, who founded EU-Inc, points out that there’s no unified European startup ecosystem. Every country has its own rules, which slows down growth for startups. The solution? A single legal entity for startups that works across all EU countries. He envisions one EU registry where you can set up your company and use unified regulations for stocks, compliance, and all the other essentials a startup needs to grow. You’d still keep your HQ in your own country (and pay taxes there) but gain access to the collective knowledge and resources of this EU registry. He compares it to an API, connecting startups with service providers to create value. It’s a straightforward idea, let founders focus on building products instead of navigating legal complexities. And yes, member states still benefit, taxes and revenues remain local. Why does this matter? If we don’t act, Europe risks becoming a “subscription service” for American innovation. Without better infrastructure and funding, startups will keep leaving or we’ll continue relying on American services. Andreas believes Europe can absolutely lead the way. Leading European founders and investors are unified and crystal clear in saying: "We want an EU Inc!" 🔥
🇪🇺🚀 The EU is waking up! The President of the European Commission, Ursula von der Leyen, announced she plans to propose a "28th regime" for startups. Although this might not be a new idea, and Letta and Draghi promote it clearly in their new reports, I still want to praise The EU Inc Petition, which is creating some helpful pressure and urgency. 👏 The petition has more than 12,000 (!!!) signatories already, among them all leading European founders and investors (World Fund is one of the very first to support). 🛠️ Why This Matters: A pan-European startup entity (an EU Inc.) could standardize investment processes, level the playing field, and unify the ecosystem. Easier collaboration, faster investments and hence more opportunities for founders. It could also harmonize stock options, simplify cross-border employment, and set a standard even beyond the EU. As Florian Huber rightfully says: 🇪🇺 Go, Europe, go! 🚀

All across Europe the startup community is uniting! We want and need the EU Inc, or so-called 28th regime legal entity for startups. And we have concrete ideas how it should look like, which Michael McGrath echoed in his parliamentary hearing on tuesday as well.
🇪🇺 In seguito ai Report di Letta sul mercato unico e di Draghi sulla competitività europea, e grazie alla mobilitazione di migliaia di imprenditori, investitori e attori europei attorno alla petizione The EU Inc Petition ci troviamo in una posizione privilegiata per chiedere misure a livello europeo che sostengano i nostri innovatori, soprattutto ora che iniziano le audizioni dei commissari designati. A tal proposito, InnovUp ha co-firmato, insieme a oltre venti associazioni di startup europee, il Non-paper redatto da France Digitale, che propone il 28° regime, un nuovo status a livello dell'UE per le aziende giovani e innovative. Questo regime rappresenta una chiave fondamentale per sbloccare il potenziale delle imprese europee, consentendo loro di beneficiare pienamente di un vero mercato unico e di competere con gli Stati Uniti e la Cina. Nel concreto, il 28° regime sarebbe destinato a qualsiasi azienda con sede in Europa e orientata a espandersi oltre il proprio mercato nazionale. Le aziende trarrebbero vantaggio da diritti armonizzati in tutta l'Unione Europea, e questo status offrirebbe ulteriori diritti aggiuntivi per semplificare la loro espansione europea. Perciò, chiediamo un impegno collettivo per sostenere l'adozione di queste proposte, affinché il 28° regime possa diventare una realtà e dare impulso all'innovazione in Europa.
