Over the past decade, funding from outside sources for HIV programs in Asia and the Pacific has dropped by 60%, from a high of $1.4 billion in 2011 to $591 million in 2023. But there's a silver lining: local funding has increased by 47%, covering 82% of total HIV funding now compared to 58% in 2011. Despite this shift, many countries still rely heavily on international money for over half of their HIV prevention efforts. Unfortunately, there's a big gap in prevention for key populations. In 2022, they accounted for 79% of new HIV infections, yet in most countries, less than 15% of HIV spending goes to prevention programs for these groups. Empowering communities in Asia and The Pacific is vital in fighting HIV, but they need more support. Governments partnering with community organizations through social contracting can make a significant impact, but it's not widely used.
