Another day - another story about US vulnerabilities to cyber attacks to connected automation technologies in our national infrastructure. Volt and other Typhoons are no longer theoretical threats - they are sabotage actions and actual attacks by a Nation State with a defined coercion objective (Taiwan) targeting not just Guam, but critical infrastructure throughout the U.S.. Attempts to deny life-essential services and military capabilities through the placement of cyber bombs should be the top concern of INDOPACOM and NORTHCOM supported by CYBERCOMMAND. Great coverage by Katrina Manson, but only a passing mention of NSA, and nothing from other Commands? Where are USCYBERCOM's National Mission Cyber forces? Are they actively defending Guam and US infrastructure or just operating in 14 other countries? (Please - no need to cite the restrictions of military actions on US soil - very aware of those, but the cyber domain knows no geographic boundaries) but we spend 100's of billions for missile defense...to protect critical infrastructure and our citizens. The incoming Administration has a lot of work to do, but they are recognizing the cyber defense of critical national infrastructure as a top Presidential priority to defend the Homeland. Chinese Cyberwarfare Plan Exposed in Guam: A Strategic Cyber Battleground The U.S. territory of Guam, a remote Pacific island housing key military bases and strategic infrastructure, has become ground zero for what U.S. intelligence agencies warn is an unprecedented Chinese cyberwarfare campaign. The focus on Guam underscores the evolving battlefield of modern warfare, where cyberattacks on critical infrastructure are as strategically significant as physical military strikes. The Discovery of Suspicious Activity • In 2022, Melvyn Kwek, the head of cybersecurity at the Guam Power Authority (GPA), noticed an uptick in attention from federal agents. • They requested to examine GPA’s network traffic, seeking minute anomalies hidden among vast streams of data. • The GPA’s small four-person cybersecurity team was unequipped to handle the complexity of such an advanced cyber campaign. Why Guam Matters 1. Military Significance: Guam hosts Andersen Air Force Base and Naval Base Guam, both crucial hubs for U.S. military operations in the Indo-Pacific. 2. Strategic Location: Positioned close to Taiwan, Guam is a key launchpad for U.S. military responses in case of a regional conflict. 3. Cyber Vulnerability: The island’s relatively small-scale infrastructure and utilities make them easier targets for sustained cyber espionage. Chinese Cyber Espionage: ‘Volt Typhoon’ Campaign • The hacking group, identified as ‘Volt Typhoon,’ is believed to be state-sponsored by China. • Their activities focus on infiltrating critical infrastructure networks, including power grids, telecommunications, and water utilities. • The aim is not immediate disruption but long-term persistence, enabling access to disable systems at critical moments during a potential conflict. Cyber Sabotage Without Detection • Chinese hackers allegedly embedded themselves deep within Guam’s infrastructure networks, staying undetected for extended periods. • Their method relied on “living off the land” tactics—using legitimate tools and credentials already present in the systems rather than deploying custom malware that might be flagged by antivirus software. • U.S. intelligence agencies worry that these vulnerabilities could allow hackers to cripple military communications, power grids, and logistical operations during wartime. National Security Implications • U.S. intelligence officials have described the situation as one of the most serious cyber threats ever uncovered. • The campaign on Guam serves as a blueprint for broader Chinese cyber operations targeting critical infrastructure across the U.S. and its allies. • If Guam’s systems can be compromised, similar vulnerabilities might exist in mainland U.S. utilities and defense networks.
