  • An updated UN Charter would allow us to respond to modern challenges more effectively. The UN is the cornerstone of global governance. However, its Charter reflects the international order following the Second World War. The Charter fails to address current challenges: the climate crisis, Artificial Intelligence, 21st century conflicts, and inequalities. We're not asking to start afresh. Instead, we're calling to invoke Article 109. This is a built-in mechanism that will allow for a General Review Conference of the Charter. Article 109 will give us the opportunity to come together to update the United Nations and global governance; making a better future the reality.   • Our movement continues to build momentum as for the first time in history, an African country officially called for Article 109 of the UN Charter to be invoked. At a High-Level Diplomatic Briefing on UN reform held by the African Union ECOSOCC, Ambassador Churchill Ewumbwe of Cameroon called for a General Review conference of the UN Charter to be held. This conference can only take place through the invocation of Article 109 of the UN Charter. The Ambassador stated that: "Article 109 of the UN Charter... is a matter of historical political complexity and moral imperative" We couldn't agree more.   • The world has changed. Why hasn’t the UN Charter? The UN Charter was drafted in 1945. Article 109 was included as a concession to nations that were not okay with the idea of a permanent, veto-holding Security Council. The Article lays out the steps for convening a General Conference to review the Charter and readjust to the times. The intention was to revisit the distribution of power by 1955. That promise has not been kept. Reforming the UN Charter is not some “radical” idea—it’s literally baked into the original plan. And guess what? It already has global support — from former heads of state to seasoned diplomats who are calling for this exact step. The path to invoking Article 109 is clear: it requires agreement of two-thirds of the General Assembly and any nine Security Council members. What are we waiting for?

  • We made the case for UN Charter reform in an opinion piece for Devex. The piece was published on #UNDay earlier this year - the day the UN Charter turned 79. In 1945, the drafters of the Charter had little to work with. We now have a principled document we can improve.   • From a bold idea to a global movement - this year, we helped put UN Charter reform on the agenda. We only launched back in May, in Nairobi. We were set-up as one of twenty “ImPACT Coalitions” in the lead up to the UN Summit of the Future, held in New York in September 2024. Reforming the Charter of the United Nations through Article 109 was a daring dream held by only a handful of individuals and organisations. Now, we're a growing global movement! Over 30 civil society organisations are now members - hailing from Africa, Latin America, the US, and New Zealand. And we're gaining momentum. At the UN in September, President Luiz Inácio Lula da Silva of Brazil himself called for a Charter review conference. In November, IBSA - which groups India, Brazil, and South Africa - specifically called for Article 109 to be invoked. Throughout the year, we've met ambassadors, diplomats, and civil society organisations to build and make the case for reform. And our ideas have been shared in Al Jazeera English and Devex.   • Today is Human Rights Day. But, is the UN Charter sufficient for the world we are witnessing today? What else might you want to see the nations add or modify to it, which serves as a bedrock of the UN’s commitment to human rights when they join? At the UN Charter Reform Coalition, we’re pushing for UN Charter reform - including improving human rights. We’re encouraged by the words of India, Brazil and South Africa: “[t]he magnitude of the collective challenges we face today demands an equally ambitious response. We encourage a wide-ranging reform of the UN Charter, including the convening of a review conference, in accordance with its Article 109. We cannot wait for another global tragedy, like the Second World War, to build a new global governance on its ruins."   • Who supports reforming the United Nations Charter? A long list of individuals: former government ministers, diplomats, Nobel Laureates, and civil society leaders. One of these leaders is Tawanda Future Mutasah, the Vice-President for Global Partnerships and Impact at Oxfam America. Here's why he supports reforming the UN Charter: "In a world where our United Nations is impotent in the face of mass atrocity crimes, and veto power has sometimes been wielded not to stop, but to excuse and even escalate, conflict-driven humanitarian crises, UN reform is not an option.    A credible vision for reform must go beyond states, to embrace a more meaningful role for civil society. By ‘civil society’ I mean the entities, energy, and efforts aimed toward the social or public good, and located in the space between the Individual and the State. Civil society must be woven into the very fabric of a future multilateralism, not left to be an optional accessory. In a world of volatility and flux––where to govern is to contend with complexity––any sophisticated State will understand that it needs to have cerebral and creative relationships with its civil society, rather than be obsessed with shrinking, repressing and constraining civic space."
