“We believe that this unique financing mechanism, combined with our strong partnership with Tri-State Generation and Transmission Association, Inc., will ensure that the benefits of the energy transition are accessible to all.” By utilizing zero-percent capital from the U.S. Department of Agriculture’s (USDA’s) Rural Energy Savings Program (RESP), repayments are affordable and more accessible for residents and business owners. $50 million in loans will be used to support the On-Bill Repayment Program which are all from the RESP program.
