Job Description:

Summary

This is managerial, advanced technical and administrative work planning, directing, and coordinating the design, programming and implementation of mission-critical, complex and integrated application software used in support of the Utility and General Government functions supervision.

The single position allocated to this class reports to a designated supervisor and works under general supervision. Work in this class is distinguished from other classes by its managerial and advanced technical and operational responsibilities.

Essential Job Functions

Manages the development and implementations of computer applications including Enterprise Resource Planning (ERP), and WEB applications development projects.

Ensures that applications development projects are aligned with the Utility’s and General Government’s organizational goals, policies, KPI’s, and priorities.

Evaluates programming project proposals and assesses project feasibility by meeting with department managers to identify problems, determine business requirements for computer applications, suggest changes, and determine programming and coding requirements.

Develops project plans, which identify major tasks and milestones, based on scope, resources, budget, and personnel. Establishes schedules and priorities for development and testing tasks.

Performs cost-benefit and return-on-investment analyses for proposed business application components to aid management in making implementation decisions.

Reviews proposed software, process solutions, testing plans, test results, and documentation for accuracy, clarity, and reasonableness.

Selects project team members and assigns tasks and responsibilities. Adjusts project and departmental task priorities in response to new information and unforeseen conditions.

Coordinates with other IT Managers, supervisors, systems analysis personnel, and user management to prioritize and schedule development work.

Provides and coordinates resources as needed with the IT Project Management Office.

Manages the Software Development Life Cycle for all computer applications development projects.

Oversees production of all deliverables and assesses and enforces project deadlines and works within budget constraints.

Prescribes and ensures compliance with applications development, programming standards and software change management practices.

Works with software vendors to assess, evaluate and develop applicability and use of commercial software solutions and tools.

Maintains current knowledge with applications development technologies and methodologies.

Assesses the knowledge and competency of the applications development staff and arranges for training and cross training. Works with other departments to provide job shadowing opportunities for IT staff.

Sets work schedules for routine work, overnight and weekend support, and major project cut-over implementation.

Evaluates the current state of tools and applications, reviews industry standards and product offerings, and arranges for or recommends the purchase of new tools or applications.

Prepares, monitors, and adjusts department budget, and prepares required records and reports.

Determines staffing requirements makes hiring decisions, conducts performance evaluations, and disciplinary actions for all IT Applications Development employees.

Attends work on continuous and regular basis.

Non-essential Job Functions

Performs other related duties as assigned.

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

May act in the absence of the supervisor.

Qualifications

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

Education And Experience

Bachelor degree from an accredited college or university with major course work in computer science, information systems, engineering or related discipline, and eight (8) years of progressively responsible experience in information technology including four (4) years supervisory or large project management experience, or an equivalent combination of training and experience which provide the necessary knowledge, skills and abilities.

A Master’s degree from an accredited college or university with major course work in business, computer science, information systems, engineering, math or related field may substitute for one (1) year of the non-supervisory work experience.

Significant experience with the implementation or support of complex ERP (Enterprise Resource Planning) systems is required.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required. Valid Florida Driver License required within thirty (30) days of appointment and at all times while employed in this classification.

Knowledge, Skills And Abilities

Knowledgeable of business practices, and processes, and able to effectively communicate how IT applications enable business process improvement and problem resolution.

Considerable working knowledge and experience with industry recognized Software Development Life Cycle management and practices.

Considerable working knowledge with software configuration and change management practices and tools.

Thorough knowledge of principles, practices, methods and theories of information systems development, quality assurance and integration.

Knowledge of current application software technologies and available tools such as Oracle, SAP, WebSphere, Business Objects, SQL Server, .NET, and other similar technologies.

Working knowledge of computers and relevant software and ability to apply knowledge in performing computations and analyses.

Ability to develop long-term plans and programs and to evaluate work accomplishments.

Ability to keep records and prepare reports.

Thorough knowledge of principles of effective administration and supervision, especially knowledge of the principles of supervising technical employees.

Ability and willingness to effectively counsel or discipline, both orally and in writing, subordinates engaged in activities that do not appropriately support organizational goals or that violate city or other regulatory policies.

A thorough understanding of and ability to apply information regarding the overall purpose of the organization and the role of the division in achieving the goals and objectives of the organization.

Ability to understand and apply the concepts of customer service to the organization to ensure the achievement of the organization’s goals and objectives.

Ability to lead, coordinate and participate in key process improvements as they relate to the organizational computing environment.

Ability to work and communicate effectively with subordinates, elected officials, charter officers, managers, representatives of other agencies, other city employees, and the general public to build relationships throughout the organization that ensure an atmosphere of cooperation and overall organizational success.

Ability to provide leadership and guidance to all levels of employees as well as provide effective training and professional development opportunities to all subordinates.

Ability to develop mentor, coach and inform subordinates of organizational changes required to ensure the successful achievement of the organization’s goals and objectives.

Ability to provide, orally and in writing, effective feedback, both instructive and corrective, to subordinates throughout the year,

Ability to effectively discipline, both orally and in writing, and to discharge, when justified, subordinates engaged in activities that do not appropriately support organizational goals or that violate city or other regulatory policies.

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

While performing the duties of this Job, the employee is regularly required to sit for prolonged periods of time.

WORK ENVIRONMENT

May be required to work and attend meetings outside regular business hours, including nights, weekends and holidays.

Requires local travel to other general government or GRU locations within the Gainesville area.
