Associate Chief Dental Director

Asian Health Services, founded in 1974, provides health, social, and advocacy services for all regardless of income, insurance status, immigration status, language, or culture. Our approach to wellbeing focuses on “whole patient health,” which is why we provide more than primary care services, including mental health, case management, nutrition, and dental care to more than 50,000 patients in English and 15 languages: Korean, Lao, Burmese, Mandarin, Cantonese, Spanish, Portuguese, French, Mien, Karen, Mongolian, Karenni, Tagalog, Khmer, and Vietnamese. We offer medical, dental, and mental health services for all ages.

JOB SUMMARY:

Oversee dental providers, assure quality of dental services, and provide oversight over specific agency

components as directed by the Chief Dental Officer (CDO). Partner with the CDO to support strategic initiatives, including but not limited to dental expansion and residency/ training programs. As a member of the Executive Leadership team, participate in decision-making, operational policy development and problem-solving that impacts the entire organization.

Program Planning, Evaluation and Development of Provider Staff:


  • Collaborates with the Chief Dental Officer (CDO) in all aspects of supervision and development of licensed provider staff
  • Participates in the annual evaluation process of all licensed staff, and ensure the continuing development and improvement of evaluation policies and tools.
  • Assists the CDO to establish, review, and maintain dental standards with the aim of assuring quality dental care
  • Plans and facilitates regular clinical trainings and educational opportunities for licensed staff. Assists the CDO in planning other professional training topics
  • Supports the CDO in the administrative management of contracted subspecialist providers and their practices at Asian Health Services
  • Collaborates with CDO in the development of and investment in retention strategies and efforts
  • Collaborates with CDO in the recruitment and hiring of new licensed staff
  • Collaborates with Executive Leadership and Dental Management on new provider’s orientation, evaluation and other HR processes
  • Assists CDO in the planning, implementation and ongoing oversight of the dental residency program




Clinical Supervision and Duties


  • Oversees the management and operations of AHS dental sites.
  • Provides administrative and clinical oversight of dental students, interns, residents and volunteers
  • Provide patient care at 20-40% FTE and assume coverage when needed.




Quality Assurance and Improvement and Risk Management


  • Assist CDO in the development and review or dental polices and protocols. Apply clinical and cost-effective quality measures in the evaluation of all policies and procedures
  • Collaborates with the CDO in providing oversight the ongoing provider peer review process
  • Collaborates with the Senior Dental Operations Manager in developing peer review audits relevant to important questions in quality of dental care
  • Participates with the CDO and Senior Dental Operations Manager in all process-improvement initiatives and transformations
  • Assists the CDO in making sure that the Dental Department is in full compliance with all applicable federal, state, local and FQHC rules, regulations, protocols and procedures governing the practices of dentistry and clinical provision of dental care as well as those relating to, but not limited to, personnel issues, work place safety, public health and confidentiality
  • Assists CDO in compliance of clinical protocols and quality assurance such as treatment authorization process and chart note standards.
  • Supports CDO in dental department budget development and management.
  • Assists, supports and helps develop staff training programs




General Administration


  • Assumes Chief Dental Officer’s functions during the absence of the Chief Dental Officer, or when representing the agency in external settings
  • Acts as dental provider champion and assists in special projects and grants, at the direction of the CDO
  • Coordinates trouble-shooting and problem-solving of dental services and patient services, personnel and staffing, programs and special projects, procedures and protocols
  • Supports Executive Leadership on public and community relations, advocacy, and fundraising efforts.
  • If needed, assists in the monitoring and evaluation of consultants
  • Collaborates with other departments such as HR in onboarding and providing orientation of new providers, students, residents and volunteers, and Medical and Specialty Mental Health in integrated care projects
  • Works with QI Department on CQI initiatives
  • Works with Compliance department and monitors compliance with licensure regulations, policies, and procedures. Proposes changes and other recommendations for better enforcement as needed
  • Assists with the strategic plan and supports its implementation.




Supervisory Responsibilities

  • Carries out supervisory responsibilities in accordance with AHS policies and applicable laws. Responsibilities include interviewing, hiring, coaching, orientating and training employees; planning, assigning, and directing work; appraising performance; taking disciplinary action as may be needed; addressing complaints and resolving problems
  • Implements clinical policies and procedures and ensures all staff and trainees follow protocols. Performs all duties and service in full compliance with AHS Excellence Standards.




General AHS Duties


  • Foster an environment that promotes trust and cooperation among clients and staff
  • Enforce clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented
  • Play an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days and other events
  • Participate in general membership meetings, fundraisers and other public events, as required
  • Participate in outreach activities, agency advocacy, and serves on ad hoc committees, as requested
  • Attend AHS staff retreats and Board of Directors meetings, as required
  • Participate in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency




Minimum Qualifications

  • Graduation from a CODA approved dental school and possession of DDS/DMD degree
  • Current and valid California dental license with record in good standing
  • Post-graduate residency training is required
  • Three years of practice in all aspects of general dentistry in a community-based dental clinic providing service to underserved populations in a multicultural environment
  • Extensive administrative and personnel management experience
  • General understanding of Asian and Pacific Islander community and health issues




Preferred Qualifications

  • Bilingual and bicultural in an Asian language and English
  • Knowledge of integrated care models for primary care, dental, behavioral health and special mental health practices preferred




Certificates, Licenses, Registrations


  • Current and valid California dental license with record in good standing
  • Current DEA, CPR, and other certificates
  • Meets all CME requirements
