The Office of Community Empowerment and Opportunity (CEO) provides leadership on issues of economic justice by advancing racial equity and inclusive growth to ensure that all Philadelphians share in the city’s prosperous future and by alleviating the immediate impact of poverty on individuals, families and communities. CEO is Philadelphia’s Community Action Agency (CAA); CAAs are private or public agencies created by the 1964 Economic Opportunity Act and federally designated to receive Community Services Block Grant (CSBG) funding.

Job Description

The Community Resource Corps (CRC) Recruitment Coordinator will be responsible for successfully coordinating the recruitment, onboarding, retention, and experience of AmeriCorps members involved with the Community Resource Corps, a citywide program designed to connect residents to essential benefits and life sustaining resources. This position will assist with securing outreach opportunities like tabling, resource fairs, community meetings, etc. This position supports the broader Office of Community Empowerment and Opportunity (CEO) Place-Based Initiatives Unit and supports in identifying best practices to apply more broadly across the CRC, CEO, and AmeriCorps.

AmeriCorps provides opportunities for Americans of all backgrounds to serve their country, address the nation’s most pressing challenges, and improve lives and communities. AmeriCorps works with communities and supports a variety of public-private partnerships and governmental collaborations to address local challenges through service.

Pennsylvania’s state service commission, PennSERVE, is a grantmaking partner of the AmeriCorps agency. PennSERVE awards approximately $12 million in federal funding from the AmeriCorps agency to AmeriCorps programs in Pennsylvania. PennSERVE supports the Community Resource Corps directly in AmeriCorps program development and implementation through targeted training, technical assistance, and monitoring.

The Community Resource Corps AmeriCorps Program Aims To

  • Connect residents to anti-poverty benefits and resources.
  • Serve as a workforce development opportunity for Community Resource Corps AmeriCorps Members
  • Build the City's capacity for strategic community engagement

The ideal candidate for this role will be a fast paced and innovative problem solver, who excels at building trusting relationships and managing equity centered community engagement programs within low wealth and multicultural communities.

Candidates are encouraged to apply, even if they do not have experience in all these areas. The duties, competencies and qualifications below are exhaustive to include the responsibilities of our entire Coordinator team.

Essential Functions

This position works in-person with availability for flexible hours including evening and weekend hours. This position works five days a week Tuesdays to Saturdays, typically from 9:00am to 5:00pm. Saturdays would be worked offsite, whether at community events, or conducting outreach initiatives in Philadelphia communities. A valid driver’s license is required in this role, as the CRC Recruitment Coordinator may be asked to conduct site visits, and drive City vehicles to events with CRC staff and/or CRC Members. The Recruitment Coordinator’s responsibilities include, but are not limited to:

  • Supervise a team of 5 to 8 CRC AmeriCorps members
  • Lead AmeriCorps member recruitment, hiring, onboarding, retention, and overall experience. All while remaining true to the goals of the Community Resource Corps, CEO, and PennSERVE
  • Develop partnerships with community-based organizations, City agencies, schools, AmeriCorps programs and more to build CRC member recruitment and development pipelines
  • Lead CRC engagements with the National Service Task Force, and other AmeriCorps spaces
  • Support setting and measuring program goals as well as compiling and submitting program reports
  • Support in offboarding process for AmeriCorps Members, and lead processes and engagements with Alumni CRC members tracking career placements and development
  • Provide training and support to CRC staff and CRC AmeriCorps members on recruitment, onboarding, and AmeriCorps experience best practices
  • Work with the CRC Team to hold members accountable for accomplishing goals, objectives and expectations of the program
  • Participate in, and at times lead CRC Service Delivery/Outreach projects related to community resource allocation to CRC Members and/or Philadelphia residents
  • Ensure CRC Members remain in compliance with the CRC and PennSERVE/AmeriCorps
  • Support in developing digital and print marketing materials for the CRC Program
  • Perform any additional duties as described by the Community Resource Corps or Office of Community Empowerment and Opportunity (CEO) related to the goals and activities of the Office and Program

Competencies, Knowledge, Skills And Abilities

  • Three to Five years of full-time or equivalent part-time experience managing equity-centered culture change projects in complex community-based or institutional organizations
  • Three to Five years of experience in staff or volunteer recruitment, onboarding, retention, and offboarding
  • Three to Five years of experience with community engagement, organizing, and supervising others
  • Interest in making anti-poverty benefits and resources more accessible
  • Action oriented; an individual not afraid to roll up their sleeves and get into the details of the operation
  • Ability to operationalize a shared vision and maintain a consistent teamwork mentality
  • Excellent time management skills with capacity to work simultaneously on multiple tasks and projects and deliver on deadline.
  • Comfort working with data and digital systems
  • Commitment to diversity, equity and inclusion in staff and program management
  • Ability to build new and maintain existing collaborative relationships with stakeholders
  • Effective oral and written communication with diverse audiences
  • Strong commitment to trauma informed practices
  • Knowledge of workforce development practices
  • Willingness to work flexible hours, including evening and weekend hours. This position will work five days a week Tuesdays to Saturdays typically 9am-5pm, with room for flexibility in adjusting schedules
  • A valid driver’s license is required in this role

Qualifications

Primary qualifications for this position include:

  • Supervisory experience
  • Experience in staff or volunteer recruitment, onboarding, retention, and offboarding
  • Community engagement experience, preferably in campaign, government or nonprofit settings
  • Relationship management experience
  • Project management experience
  • Understanding of diversity, equity and inclusion principles and trauma informed practices

Our Secondary Qualifications Are Preferred But Not Required

  • Data management experience, particularly with NGP VAN and Texting Platforms
  • Experience managing or knowledge about career development programs
  • Existing relationships with community-based organizations and residents in Philadelphia’s lowest wealth communities
  • AmeriCorps service experience
  • Experience managing new programs

Supervisory Responsibilities

Directly responsible for the supervision of the Community Resource Corps AmeriCorps Members

Salary Range: $55,000 - $60,000
