2024 has been a year of momentum for us at the Acceleration Consortium, thanks in great part to the $200 million grant we received from the Canada First Research Excellence Fund (TIPS-SPIIE). A glimpse at an up-and-coming project. We've spent the last six months working with a wide group of people and orgs across Cambridge and the surrounding region trying to answer one simple question: what's the region's secret sauce? Yes, it has one of the world's most foremost Universities at its core - but around that has grown a vast innovation ecosystem of 5,000 knowledge based firms, over 60 multinationals, three dozen research parks and five hospital trusts working together with a vibrant investor and start-up community. By many metrics, Cambridge IS the innovation capital of Europe – from an investor's perspective, this is a place where £1 can often become £17 and it holds more Nobel prizes per capita than anywhere else on the planet. Yet the way the ecosystem described itself varied hugely from one part to another, hampering its ability to present a united front. Our task has been to encapsulate all of this and to work with a wide-ranging team from across the education, council, innovation and investor communities to agree one single way to describe this. We shared the first glimpse of this work at the Innovate Cambridge summit this week. With less than 200 words, one headline (Cambridge: Where Innovation Makes History) and the judicious use of John Venn's famous diagram (himself a Cambridge University alum), we think we've made a start. The ITRE committee at the European Parliament published a draft of it's evaluation of Horizon Europe. The document shows the Parliament vision for the 10th Research Framework Programme (FP10) to secure Europe’s leadership in Research and Innovation (R&I). Key Recommendations by Pillar: 🔬 Pillar 1: Excellence Science - Expand the #ERC to support frontier research and breakthrough innovations. Sccording to the report, this should receive half of the FP10 budget - Launch a European Fellowship Program to attract global talent and reverse brain-drain into brain-gain. - Expand access to cutting-edge research infrastructures, especially in under-represented regions. 🌍 Pillar 2: Global Challenges & Competitiveness - Simplify participation to reduce barriers for newcomers and smaller organizations. - Focus on fewer, high-impact missions aligned with priorities like clean energy and digital autonomy. - Drive strategic technology initiatives to secure Europe’s leadership in critical sectors. 💡 Pillar 3: Innovative Europe - Equip the #EIC with a tailored legal framework to operate as swiftly as private venture capital. - Foster stronger collaboration between universities, startups, and industry to create a unified innovation pipeline. - Position the EIC as a global leader in scaling deep-tech enterprises. Governance Redesign for FP10 ---- The report emphasizes a user-oriented, science-led approach with effective and efficient implementation, including: - A redesigned governance based on recommendations from the Heitor and Draghi reports to improve agility: ➡️ Prioritize science and innovation over policy objectives. ➡️ Align with EU priorities, but led by R&I, not policymakers. ➡️ Implement self-governance, empowering top experts to shape how research can best address policy goals. ➡️ Establish four expert-led #councils to oversee foundational research, global challenges, strategic industries, and market-ready innovation. - 💶 Proposed Budget: EUR 220 billion. R&I spending in the EU should be better coordinated. This would help to achieve the EU’s 3% GDP target. FP10 must simplify complexity, support #breakthrough ideas, and empower Europe’s brightest minds to deliver transformative solutions. Earlier in September, in collaboration with the Deep Transitions Lab and Eu-SPRI Forum, the Transformative Innovation Policy Consortium (TIPC) gathered 150 policymakers, private investors, and academics for Engagement Week in #Barcelona earlier this month. Hosted by the Government of Catalonia, it brought together experts from over 30 countries, centred around the theme ‘Scaling Experimentation: A Catalyst for Transformative System Change’. Through thought-provoking learning workshops 💡, expert panels, insights and experiences from various regions of the world, public and private actors worked side-by-side to explore novel strategies for long-term solutions 🤝 Professor Johan Schot, TIPC co-founder, highlighted, “Public and private actors may operate under different models, but both are committed to creating meaningful change. How does firm survival increase with age? We document how early life conditions of firms shape their probability to survive. We do this by combining machine learning and a big dataset with firm financial data for all startups in the Netherlands over the period 2006 - 2021. We interpret results using theories on firm survival. Wednesday 14:00 I will present the research in the AXES seminar at IMT Lucca. Unable to make it to Italy?
