The U.S. Senate Committee on Appropriations has approved the fiscal year 2025 spending bill for Transportation, Housing, and Urban Development. This bill allocates $69.8 billion for rental assistance and self-sufficiency programs benefiting low-income working families, seniors, and individuals with disabilities. It also includes funding for housing and services for homeless individuals, as well as support for economic and community development initiatives. It takes a dismal 26 months for #SanFrancisco to process applications for new housing -- an issue that has helped lead the city to become known for its scourge of #homelessness. As a result, the city has become the first in the #California, to find itself subject to the provisions of a statute -- SB423 -- which gives the state the power to step in and eliminate many of the hurdles that stand in the way of meeting state-mandated housing quotas. According to an article in the San Francisco Chronicle, “San Francisco being subject to SB423 means that most proposed housing projects will not require approval from the Planning Commission and therefore won’t be able to be appealed to the Board of Supervisors. Most projects won’t have to undergo extensive environmental reviews”. The bill was sponsored by State Senator Scott Wiener, who proclaimed in a July 1 press release that “A confusing and overgrown permitting process has been throttling housing construction in San Francisco for decades. 🏡 Support the “Yes In My Backyard Act” (H.R. 3507) and the Congressional YIMBY Caucus 🏡 Chronic and recurring homelessness is a crisis we can solve, but it requires bold action. The “Yes In My Backyard Act” (H.R. 3507) is a critical step toward ensuring housing affordability and accessibility by addressing discriminatory land-use policies that create unnecessary barriers to housing development. This bipartisan bill requires grantees under the Community Development Block Grant program to submit plans for reducing zoning restrictions and adopting policies that support affordable housing, such as: • Increasing high-density and multifamily zoning, • Allowing accessory dwelling units (ADUs) and mixed-income communities, • Streamlining permitting processes, and • Donating vacant land for affordable housing development. These changes will create more affordable housing options, reduce homelessness, and foster equitable communities. In alignment with these goals, the newly formed bipartisan Congressional YIMBY (Yes In My Backyard) Caucus, led by Rep. Robert Garcia and co-chaired by members from both parties, is dedicated to promoting housing development nationwide. The caucus focuses on encouraging new housing construction, removing barriers, and investing in critical infrastructure to address the affordable housing crisis. Guest writer, Eamonn Collins, addresses the concern and reluctance of existing residents to accept new housing in Bellingham’s community calling on Council to respond more quickly to Bellingham’s housing crisis by adopting Mayor Lund’s proposals. Change is difficult, but the consequences of not having enough housing (spike in housing costs, rise in inequality, record rates of homelessness, the strain on our social services and nonprofits, and the environmental impacts of sprawl) have long-lasting effects on the vitality of our community. **We want the children we’re raising to be able to afford to live in their home town when they grow up.** Change is going to happen whether we want it to or not, so we have to approach Bellingham’s housing crisis with a different mindset. Collaboration between developers, nonprofits, municipalities and the community is a GOOD thing. Bellingham and Whatcom County are home to a number of innovative and reputable builders and architects who bring a wealth of resources to the table. We should be looking to them to share solutions for artful, energy-efficient and resilient new housing development. At the end of the day, we all live in this community, we cherish the environment, and want to see more social and economic equality. LA Forward Institute, along with taxpayers Sylvia Aroth and Professor Gary Williams, and unhoused individual Kathy Coates, filed a fair housing lawsuit against the City of Los Angeles for obstructing the Venice Dell Community affordable and permanent supportive housing project. The lawsuit demands that the city proceed with all remaining approvals for Venice Dell and cease obstructing and delaying supportive and affordable housing projects. It also alleges these actions discriminate against people of color and individuals with disabilities. The plaintiffs are represented by Public Counsel, Western Center on Law & Poverty, and Strumwasser & Woocher LLP. The affordable housing and homelessness crises are rooted in decades of entrenched exclusionary housing and development policies. We can’t keep doing the same thing and expect different results. The mayor and other city leaders claim they want more housing, to reduce red tape, and prevent bureaucracy from slowing down the construction of desperately needed affordable housing. Attending the NH Housing Finance Authority’s Housing & Economy 2024 conference has been both inspiring and thought-provoking. I’m particularly encouraged by the strides other states have made in zoning reform, which have helped reduce homelessness and slow the rise of rent prices, making housing more affordable for many households. ANGELA BROOKS, FAICP, highlighted an important point in her presentation on affordable housing advocacy: “Overcoming NIMBYism is really about making things accessible.” She explained how visuals that challenge outdated perceptions of affordable housing, as well as thoughtful language adjustments, can make a big difference. For example, replacing phrases like "increasing density" or "eliminating single-family zoning" with "increasing housing opportunities" or "adding more options to single-family zoned areas" can help foster more productive conversations. While we can and should be mindful of how we communicate, the reality is that in New Hampshire, pushing for zoning reform will still be a challenge. We've avoided these difficult conversations for too long, contributing to the current housing crisis. If we want to safeguard the future of our communities, we must engage in these discussions and advocate for meaningful change. Without this, we risk losing our workforce and allowing homelessness to grow among our most vulnerable populations. Join me and over 90 fellow community members and service providers as part of The Home For All Coalition of The Greater Seacoast! The City of Redding is currently applying for a Pro Housing Designation from the State of California. Working with the Department of Housing and Community Development (HCD), a Pro Housing Designation represents Redding’s commitment to removing obstacles to new housing to address the housing shortage and affordability crisis. Cities and counties that are compliant with California’s Housing Element law and have applied for and been awarded the Pro Housing Designation are eligible for preferential incentives when applying for HCD grant funds associated with affordable housing programs and development. To encourage public input, an informative public meeting will be held at Redding City Hall’s Enterprise Park Room on Thursday, December 5, 2024, at 2:30 p.m. A public hearing will be held at the Planning Commission meeting on Tuesday, December 10th at 4:00 pm, and public comments on the Pro Housing Designation Application will be accepted.
