July 8, 2024 Dr. Yabei Zhang, Energy Economist, Infrastructure Unit East Asia and Pacific Region, World Bank, (In Studio), Theme: "Role of World Bank to Emphasise Best Practices and Significant Funding for China's Environmental Advancement for National and Global Commitments" Overview: This program is another in the series about how the accelerated pace of China's local, regional, and national governments, including the expanding private sector, are addressing the issues of severe climate change through aggressive investments in energy conservation and efficiency technologies. As highlighted by Jianxin (Jason) Wang, General Manager, Gaoping Ronggao PV Solar Development Co. Ltd. of Xinjiang, China the ESCO Committee of China's Energy Conservation Association reports "the nation has placed increased emphasis on reducing green house gas emissions through energy conservation and efficiency as important components of reducing global climate change while enhancing its own national security." There have been dramatic investments in energy conservation and efficiency measures while replacing fossil based power sources with renewable energy. The World Bank and the United Nations Development Program are reporting such measures are some of the most economical solutions to chronic energy outages, power shortages, and more environmentally sensitive alternatives to increased energy production for China's expanding economy as those of India, Brazil, South Africa, Russia, among others. The recently released Draft IRP 2024 has been harshly criticised, with energy policy specialist Professor Anton Eberhard labelling it a "Neanderthal plan." The long-term strategy to guarantee the country's energy future has been accused of depending on wishful thinking rather than a balanced approach to considerations such as cost, supply security, environmental duties, technology improvements, and market changes. The plan covers two time horizons - up to 2030 and beyond to 2050 - and reveals a strong reliance on gas and delayed shutdowns of coal-fired power stations, raising concerns about energy security and environmental impact. Critics, including Eberhard, argue that the plan fails to accelerate renewable energy investments and lacks transparency in cost assumptions. Stakeholders are expected to demand more discipline and transparency, emphasising the economic cost of pursuing this allegedly outdated strategy. The public has until February 23 to submit comments on the draft. Elated to share our recent publications on the topic "sustainable energy deployment in developing countries : the role of composition of energy aid" in the journal " Economic Systems ", impact factor : 3.1. With the publication of this paper, all the chapters of my thesis got published in the various esteemed journals. The study empirically examines the impact of energy aid and its composition on the transition to clean energy infrastructure in the power sector in 67 developing countries. The analysis is also conducted by segregating aggregate renewable technologies into hydro and non- hydro. Applying the system GMM and Panel quantile regression technique , we find the effectiveness of energy aid depends upon its composition and the maturity of renewable technologies in developing. nations. The findings of the study warrant a shift in the composition and technology target of energy aid by donors to foster climate mitigation and mobilise private investments in relatively less developed non-hydro renewable technologies in developing countries. According to the European Commission's State of the #Energy Union 2024 report, and as its data shows, timely and concerted action at Member State, EU and citizen level has avoided the worst effects of the energy crisis. However, new emerging challenges will need to be addressed in the future, such as the current ambition gap on renewable energy and energy efficiency targets, rising energy poverty, the energy price differential compared to other global competitors and the risk of new critical strategic dependencies. The report leaves the door open to the Commission's new mandate and underlines that these challenges will require a decisive political response and a step-change in efforts at EU and Member State level, through greater coordination, market integration and joint action.

My new open access paper is now out on governing experimentation to decarbonise the electricity sector (with a focus on #ARENA). One of the critical challenges for public and private actors attempting to achieve deep decarbonisation is how to develop and decide on decarbonisation solutions in the face of deep uncertainty and significant coordination difficulties. Through the lens of experimentation, the article presents the case of Australia and its efforts to reconfigure its national electricity grid, focussing on the roles and governance approach adopted for a key institution, the Australian Renewable Energy Agency, and its Accelerator Lab, which are at the leading edge of experimentation. Key findings: Experimentation can be used to achieve decarbonisation efficiently and effectively, but is institutionally and politically demanding. These are models where #solar home systems or other #offgrid solutions are deployed on a #utility-like business model where the household pays for electricity but does not own a system and the energy provider is responsible for the system maintenance, replacement and end-of-life."
