Viva's partner network in Ranchi works in a community where human trafficking is a major concern. The PUSH anti-trafficking network held a two-day consultation on livelihood and skill development for vulnerable families on November 20 and 21, with Viva in attendance. Leaders from various international development agencies shared information on how collective action can help increase family income, education, and employment skills. Each day, my faith in the functioning of the government grows stronger! There are dedicated officials looking towards solving problems, especially focused on reducing rural poverty. At least my experience in the Government of Bodoland has clearly shown this. There are issues that need to be addressed, with 'well-thought-out solutions' proposed by skilled human resources from civil society. Gone are the days when people had to stand in long lines, hoping for a favor from government officials! Now time has come where CSO must come forward to assisting/guiding the officials for proper management! One example is when the Council Head of Departments holds weekly reviews with block officials to discuss the progress of DWIMU (a Partnership Project of Bharat Rural Livelihoods Foundation and Government of BTR)(for DWIMU click here https://lnkd.in/dtQru5fr) with participants from CSOs.

However, with a poverty rate of 32.6% and systemic issues like organized begging rackets, the move raises concerns about its feasibility. Previous bans in other states showed limited success due to inadequate rehabilitation measures. Banning begging alone cannot eradicate poverty—it requires comprehensive reforms, including robust rehabilitation programs, job creation, and social security measures. Since its inception in 2015-16, the Government of India has implemented the Pradhan Mantri Awas Yojana (PMAY) to provide housing assistance to eligible rural and urban households. The program ensures that all constructed houses have essential amenities, such as household toilets, LPG connections, electricity connections, and functional household tap connections. These amenities are provided through convergence with other Central and State Government schemes. Over the past decade, PMAY has completed the construction of 4.21 crore houses for eligible low-income families. In a recent Cabinet meeting, it was decided to extend assistance to an additional three crore rural and urban households to address the housing needs arising from the increase in eligible families. This expansion of the PMAY scheme will continue to focus on providing comprehensive support, ensuring that each newly constructed house includes all necessary basic amenities. The initiative underscores the government’s commitment to improving living conditions for its citizens through holistic development and inter-scheme convergence.
