The President of the United States of America should be reminded that (by the principle of separation of powers between executive and judicial) he should not interfere with the decisions of a court of justice; and that holding a court in contempt could be a serious offense.
As far of the rest of the world is concerned, the International Criminal Court of Justice is of a 𝑠𝑒𝑛𝑖𝑜𝑟 𝑟𝑎𝑛𝑘 to the Supreme Court of the US, for the matters that have been delegated to it.
Whether the US legal system recognizes this situation or not, that's the way it is, is by force of facts and by force of powerful ideas. At the Nuremberg and Tokyo courts after WWII, the US representatives had made the point that a country does not need to have accepted formally the jurisdiction of an international court of justice, to be subjected to it.
The principle is valid in the reverse, and there shall be no double standards: the US Federal Government is now bound respect the decisions of the International Criminal Court of the Hague it has itself wished into existence, by the precedents of Nuremberg and Tokyo.
The world expects no less from the US: to practice the principles of legality and human rights it teaches in international relations, as well as to its own member states of the Union.
If Mr. Biden wished to introduce a recourse, he would likely be able to do so. At the same time, he should treat the highest magistrates in the world in criminal matters, with the respect that is due to their rank.
