What is "In- Country Value"? In-Country Value (ICV) is used to evaluate how much a company’s project benefits the local economy. During tender evaluations, ICV focuses on: 1. Using Local Suppliers: Buying materials and services from local businesses instead of importing them. 2. Hiring Locals: Employing and training citizens rather than bringing in foreign workers. 3. Supporting Local Companies: Partnering with and developing local suppliers, especially small businesses. 4. Investing in Local Infrastructure: Building facilities, offices, or factories that benefit the local economy. 5. Training and Knowledge Sharing: Helping local employees gain skills and experience through training. Companies with high ICV scores show a strong commitment to boosting the local economy, which can give them an advantage in winning tenders.

It was nice to connect with colleagues and discuss with leaders from the SMB community! My thoughts after this workshop are that SMBs should focus on engaging with large defense primes that have or are likely to have ITB obligations. However, given the long lead times associated with major defense procurements, this should be viewed as a long-term objective. In the short term, SMBs can target smaller government contracts or pursue subcontracting opportunities with prime contractors. These efforts should strengthen their track record but also enable them to obtain a security clearance, which is a valuable asset when seeking to collaborate with large defense contractors with ITB obligations. Yesterday, Marco Gandolfini, MBA attended the Empowering Defence SMEs: Unlocking ITB Opportunities workshop hosted by Invest Ottawa and moderated by Reba Molotsi. Amazing timing… ISEDC released the ITB Policy Annual Report during the event! The keynote speech (Stephanie Batstone) offered a detailed overview of the ITB policy, covering its purpose, common myths, and potential drawbacks, with a focus on strategies to maximize opportunities for SMBs. The panel (Jessica D. Vo, Calum MacLeod, Alessandra Jenkins, Terry Lavineway and Marcia Mills) shared insights on how prime contractors manage ITB obligations and offered practical advice for SMBs on how to build strong relationships with them.
