Usefulness of Baseline Data in Program/Project Monitoring and Evaluation. Baseline data is a critical component of monitoring and evaluation planning in any project. It helps in knowing the current situation against which future progress will be measured and evaluated throughout the project cycle, identifying gaps, and developing appropriate interventions. It also helps to identify the changes that occur as a result of the intervention, and without a baseline data, it is difficult to measure the impact of an intervention accurately.
