On February 7, 2024, the United States Environmental Protection Agency (U.S. EPA) made the long-awaited announcement that the annual particulate matter less than 2.5 microns (PM2.5) National Ambient Air Quality Standard (NAAQS) will be lowered from 12 micrograms per cubic meter (µg/m3) to 9 µg/m3. A prepublication version of the rule was signed by U.S. EPA Administrator Michael Regan on February 5, 2024, and will be published in the Federal Register (FR) soon. The final rule and lowered annual PM2.5 NAAQS of 9 µg/m3 will become effective 60 days after the rule is published in the FR. May 2024: Aydan Basher, GIT, from Keltech Environmental Ltd. completed his recertification for EPA Method 9 – Visual Emissions certification course hosted by Plewes Environmental in Vancouver, B.C. Method 9 uses the human eye to visually determine the opacity of smoke plumes and to confirm compliance with regulations or permits. Studies have shown that qualified observers are able to measure opacity with less than 5% error 99% of the time for black smoke plumes and less than 5% error 95% of the time for white smoke plumes. Because this method uses the human eye, recertification must be done every 6 months to recalibrate.
