My opinion on Ukraine’s failed drone attack against the TurkStream pipeline - the vital natural gas conduit running — which If left unchecked, could undermine Turkey’s stability, strain its relationship with regional powers, and disrupt critical energy supplies to itself and Europe. Ankara should not allow itself to be drawn into the wider conflict, but it must also send a clear message that its energy infrastructure is off-limits. Critical International Support for Ukraine’s Energy System This Winter The European Commission and the U.S. Government are extending vital support to Ukraine’s energy system by granting €107 million to DTEK to help keep the lights on for millions of people during wartime. Before Russia’s full-scale invasion, DTEK generated about a quarter of Ukraine’s electricity. However, relentless Russian attacks have destroyed or severely damaged 90% of our thermal power generation. Restoring these facilities is crucial for the stability and resilience of the entire energy system. The European Commission is providing €62.8 million for equipment and materials to restore 1.8 GW of capacity and to protect power plant infrastructure from severe weather conditions. Additionally, the U.S. Government has committed $46.1 million for the purchase of management systems and dozens of new transformers, which are critical to ensuring reliable energy supply. Maxim Timchenko, CEO of DTEK said: “No country in modern times has faced such an onslaught against its energy system, but with the help of our partners, we continue to stand strong against russia’s energy terror. Ukraine’s largest hydroelectric power plant, the Dnipro Hydroelectric Station, sustained critical damage following an overnight strike by Russian forces on June 1, according to Zaporizhzhia Oblast Governor Ivan Fedorov. Speaking on national television, Fedorov confirmed that the plant has halted electricity production. In addition to the damage to the power plant, the attack has severely disrupted local transportation. Traffic across the Dnipro Dam has been blocked, restricting movement for residents. The regional governor did not provide further details regarding the extent of the damages caused by the attack. The strike on the Dnipro Hydroelectric Station was part of a larger-scale drone and missile assault on Ukraine overnight on June 1, which targeted energy infrastructure across various regions of the country. Since the start of the full-scale invasion, Russia has destroyed the Kakhovka hydropower and fired more than 110 missiles at all of Ukrhydroenergo’s hydropower and pumped storage plants, the company said. Putting forward a 10-point plan for Ukraine to safeguard its war-battered energy security, the IEA also warned of problems for neighbouring Moldova’s electricity supply after Ukraine stops allowing the transit of Russian gas at the end of 2024, reports Agence France-Presse (AFP). “Ukraine’s energy system has made it through the past two winters … But this winter will be, by far, its sternest test yet,” IEA executive director Fatih Birol said in a news release accompanying the report. At the beginning of the week on 22.07, russian UAVs attacked a power facility in the northern region. Residential and industrial consumers in certain districts of Sumy and Chernihiv regions lost power. In the morning, about 25,000 household consumers in Sumy Region were left without power supply. On 24.07, thanks to our power engineers, we managed to complete the maintenance of a power unit more than 10 days ahead of schedule. This added almost 1000 MW of additional capacity to the power system.  This helps to significantly strengthen the power system and, of course, reduce the deficit. On the night of 26.07, Russian UAVs again attacked Ukrenergo's power facilities in Zhytomyr and Chernihiv regions. Due to the damage to the equipment, more than 68,000 consumers in certain districts of Zhytomyr and Kyiv regions lost power. Next morning, about 30,000 consumers in Zhytomyr and Kyiv regions were without power. The average imports for the week from Romania, Slovakia, Poland, Hungary and Moldova totaled 24,873 MWh, with a maximum capacity of 1,251 MW. Also, as of the morning of 26.07, consumption is 6% lower than its forecasted level. The reason is complex: the heat has subsided and electricity consumption in Ukraine has decreased. So in conclusion, the power deficit has decreased, as a unit at one of the nuclear power plants has returned to operation after being repaired, and sunny weather and moderate temperatures contribute to an increase in electricity production at solar power plants.

Ukraine’s energy system is at its most precarious state since the full-scale invasion. As snow falls and Russian troops prepare for their winter offensive, Ukraine’s winter gas reserves are notably lower than last year, at 12.5 bcm, and its electric generation capacity has been significantly depleted. However, there is still time to bolster Ukraine’s energy sector ahead of Russia’s winter offensive— but, Ukraine’s partners must take action now to protect the future of European energy security. 💡 Last Friday (21.06), Albania, Bosnia, Montenegro, and Croatia suffered a major power outage, causing significant disruptions. The Balkans are interconnected through the European energy grid, meaning that problems in one country can have a cascading effect on others. While the official reasons are still under investigation, Montenegro's Energy Minister Sasa Mujovic stated that the high temperatures led to a sudden spike in demand and to issues on the grid itself due to the heat. Similarly to the rest of Europe, the Balkans are moving away from fossil fuels, which have been historically the primary source of flexibility and balancing reserves for the grid. While investments are needed to maintain the grid, this incident points out how inflexible the current system is and highlights the need for more sources of flexibility to balance the electricity grid effectively during peak times. For example, in November 2023, Europe's largest nuclear reactor Olkiluoto 3 faced an unexpected technical problem, leading to 1.6GW of nuclear generation being disconnected from the grid. Through Connect Illinois Round 2 funding, Strada extended broadband infrastructure across 250 miles, connecting 661 households in Rock Island County. In Round 3, Strada aims to expand an additional 400 miles southwest into Whiteside County to bring high-speed connectivity to 1,694 more households.
