News: EU Commission and Switzerland. On 20 December 2024 the Pres. of the European Commission Ursula von der Leyen and the Pres. of the Swiss Confederation Viola Amherd confirmed completion of negotiations on broad package of agreements, that aim to deepen and expand the EU-Switzerland bilateral relationship. With update of five agreements and a new agreement allowing Switzerland to participate in several European Union programmes open to association of third countries: HORIZON Europe, Euratom Research and Training, ITER/F4E (Fusion for Energy), Digital Europe, Erasmus+ and EU4HEALTH . 1 Jan. 2025 Swiss entities are able to participate in calls from that date.

Excellent news: European Commission President Ursula von der Leyen and President of the Swiss Confederation Viola Amherd launched today the negotiations on a broad package of measures to deepen and expand the EU-Switzerland relationship. This marks the start of the official negotiations on the Swiss association to EU programmes including #HorizonEU and Euratom! It is a real milestone in our cooperation in #research and #innovation. 📢 Report on the Performance of European Partnerships under Horizon Europe published! Following on my latest post, the European Commission has published the second edition of the report on the #performance of #EuropeanPartnerships under #HorizonEurope (Biennial Monitoring Report - BMR 2024) The report aims to provide a strong evidence-base to guide the implementation of partnerships and to inform strategic discussions on the effectiveness of the new policy approach to European Partnerships in Horizon Europe. In particular, the report offers an analysis of: ✅ The effectiveness of the new policy approach for European Partnerships and the extent to which it leads to a better achievement of objectives and impacts compared to traditional calls under the Framework Programme. ✅ The progress of European Partnerships towards their objectives and targeted impacts – both individually and collectively, at the EU and national level. ✅ Early implementation drivers and barriers towards impacts – e.g. in terms of contributions, coherence, collaboration, openness or accessibility of partnerships. ✅ First results achieved, in view of their further demonstration, exploitation and valorisation, including for policymaking by Commission Services and national administrations. The European Partnerships are key implementation tools of Horizon Europe and contribute significantly to achieving the EU’s political priorities. They are initiatives where the European Union, together with private and/or public partners commit to support jointly the development and implementation of an integrated programme of #research and #innovation activities. The programmatic approach is what sets European Partnerships apart from the usual project-based approach of Horizon Europe. On 13-14 June 2024, at the Hungarian Pre-Presidency Conference, the Trans European Policy Studies Association (TEPSA) will present key recommendations to the incoming Hungarian Presidency of the Council of the EU. Together with my colleague Louise van Schaik, I have drafted a piece with recommendations on the issue of budgetary conditionality and the next long-term EU budget. It is likely that in the future, the allocation of EU funds to Member States will become increasingly conditional on reforms, for example with regard to the rule of law, socio-economic policies and the green and digital transition. Yet, there is not yet sufficient evidence that such a ‘cash-for-reforms’ model is effective in guaranteeing long-term change. Moreover, the instruments suffer from some democratic shortcomings, for example related to lack of transparency and clarity of procedures.
