UNP+ Cities Questionnaire: Capacity Building Needs for Urban Nature Plans: Are you a representative of a City or Municipal authority in Europe? Our survey is aimed to evaluate capacity building needs for local authorities across the EU. It is intended for local authority participants (and their representatives) from EU cities of over 20,000 inhabitants, who are involved in urban greening and/or urban nature planning. The survey should be filled out by someone with a good 'bigger picture' overview of urban nature initiatives within your organisation. The survey is being undertaken as part of the EU Horizon 'Urban Nature Plans +' Project (UNP+). It aims to identify the needs for training and capacity building to assist local authorities to draft and implement effective Urban Nature Plans (UNP). The information will be used to help local authorities to develop and implement their own UNPs in accordance with the EU's 2030 Vision for Biodiversity and the EU Nature Restoration Law. 2024 has been a year of great growth for our Latinx professional network, el Merequetengue. We have a website (https://lnkd.in/g7xjTyVW); we have an active Instagram page (https://lnkd.in/gjGn-6aX); we are launching a quarterly newsletter; we’ve been meeting monthly to advance goals of equity, inclusion, and building knowledge around our homelands in Latin America. And this is not all! We are planning our 3rd celebration of Latin American Landscape Architects at the ASLA Conference in Washington DC. As you can see, we have so many things to celebrate with our community! Our theme for this year is Stories of Adaptation, and --coincidentally-- came across this quote. Felt so right. “Embrace Change / Anticipate + Adapt We know trees, plants and other living things grow. But the entire world is changing, sometimes dramatically, before our eyes. Oceans and rivers rise and fall, and occasionally flood. Weather intensifies and ebbs. Cliffs erode while beaches are built and rebuilt. These are constant, open cycles; conditions do not simply repeat. These open cycles, and the landscapes caught up in them, evolve and adapt. Odum’s Energy Diagram: Energy and Matter Flows through and Ecosystem expresses the open-ended nature of ecosystem dynamics, with inputs and outputs that connect a particular ecosystem to external forces-forces that could shape and be shaped by internal forces and mechanisms. 🌲 BNG UPDATE 🌳 Following a number of postponements, DEFRA has officially announced the commencement date for the introduction of #biodiversitynetgain. From 12th February 2024, BNG becomes mandatory for new planning applications for major development (subject to the confirmed exemptions), which is only a couple of weeks away. Major development includes residential developments with 10 or more dwellings, or where the site area is greater than 0.5 hectares. The policy, introduced by the 2021 Environment Act, will require developers to demonstrate how they plan to achieve a minimum 10% increase in biodiversity with all new developments in order to obtain planning permission. Because the 10% BNG requirement set out in legislation is mandatory, so there is no scope for local authorities to reduce the requirement based on viability or other issues. Transitional arrangements There will be a transition period for small sites which means that BNG won’t apply to smaller schemes until 2nd April 2024. Small site development includes: Residential development where the number of dwellings is between 1 and 9, or if unknown the site area is less than 0.5 hectares. Commercial development where floor space created is less than 1,000 square metres or the total site area is less than 1 hectare. These transitional arrangements also mean that if a section 73 application is made to vary a planning condition on an application which was either submitted or approved before the BNG start date, that section 73 application will also be exempt from BNG. Exemptions Applications made under other routes, for example deemed permissions under section 90 TCPA 1990 or permission granted by a Local Development Order, will not be subject to mandatory BNG, yet. The approval of reserved matters for outline planning permissions are also not within the scope of biodiversity net gain (as they are not a grant of planning permission). BNG also does not apply to certain other types of development including householder development, schemes allowed under permitted development rights, small self-build schemes and proposals affecting less than 25sqm of habitat or 5m of linear habitat (such as a hedgerow).
