How does frequency spectrum affect countries, industries and society? Indonesia has limited spectrum bandwidth among other countries in ASEAN which will have impacts : 1. Country: potential state revenue from spectrum fees is not optimal 2. Industry: network deployment costs are more expensive 3. Society: network quality is not optimal Indonesia still has frequencies of 700, 2600, 3300, and 3500 MHz that have not been utilized for cellular technology. If these frequencies are successfully allocated to cellular operators, Indonesia can compete with ASEAN countries regarding cellular technology, especially 5G. However, with the condition of the spectrum cost to revenue ratio that is already large compared to other countries, are operators able to pay for additional new spectrum that will not necessarily increase their revenue? On the other hand, the country needs additional state revenue from new spectrum costs. A balance is needed between the operator's ability to pay and state revenue target from new spectrum costs.
