Universities have long been an extension of a nation’s soft power, building a pipeline of future leaders and driving international perceptions of the national intellectual ecosystem’s quality. This has enabled successful and prestigious institutions to attract talent from across the world, leading to a brain drain from developing countries. The focus on higher education is driving a specific emphasis on building a system of research-oriented universities that can compete at an elite level. However, the degree to which a national ecosystem can be planned and strategically deployed from the central government is not always high, due to institutional independence or the presence of private university institutions. National governments may need to use indirect means, such as funding and quality assurance measures, to tweak the national education landscape. Eyes on the prize: Why we need a global research strategy For Australian universities, a big start to 2024 will come with the release of the final report by the Universities Accord panel, which was handed to Minister for Education Jason Clare at the end of last year. The Australian Universities Accord is the biggest review of the Australian university system in 15 years and is charged with setting the policy foundations to enable universities to maximize their contribution to the nation for the decades ahead. Universities are key contributors to national productivity and well-being. One of the key ways that universities deliver for Australia is through research which connects us to the leading edge of global knowledge and innovation. Reregulating Australian Universities – Back to the 1990s The Australian Government proposal to establish an Australian Tertiary Education Commission to reform universities is intrusive, far-reaching and challenges the very autonomy of university decision-making at a time when less than 50 percent of the annual income of most universities comes from government. This consultation paper seems to us as a throwback to the 1990s where university growth was restricted through excessive regulation and micro-management from Canberra that stifled initiatives, enterprise and entrepreneurism. Deregulation of the system in the 2000s allowed our universities to become world competitive as evidenced by overseas student demand, the attractiveness of our institutions in recruiting outstanding staff, external fund raising, research excellence and the high standing in world-wide university rankings.
