2025 is a pivotal year in the global space arena, as new administrations begin in the US, European Commission and African Union. This requires adequate preparation for pragmatic decision-making, actionable policies and foresight, in an increasing VUCA environment. [VUCA - volatile, uncertain, complex, ambiguous] Register for the Global Space Policy (GSP) course, now in its third edition, with an updated curriculum. The Global Space Policy (GSP) course is aimed at equipping professionals, policymakers and practitioners, with information, knowledge and skills, needed for making the best space decisions, policies, strategies and programmes, while taking cognisance of the evolving geopolitical environment. The course is taught by expert facilitators from around the world. Course modules and content are designed to accommodate participants from different academic and professional backgrounds. https://t.me/cestudec/3692 Rapporto Martre Thirty years after the publication of the renowned Martre Report, a document that marked the birth of a public policy on economic intelligence in France, Nicolas Moinet engages in dialogue with Philippe Clerc, the report's general rapporteur and now President of the Academy of Economic Intelligence, and Christian Harbulot, former advisor to Henri Martre and currently Director of the École de Guerre Économique. Together, they reflect on the legacy and future of a vision that, at the time, anticipated many of today’s challenges. The Martre Commission chose the term "economic intelligence and strategy" to signal a clear departure from traditional information practices. The goal was to move beyond mere data collection and surpass partial actions such as documentation, protection, and surveillance to build an integrated approach capable of addressing the geopolitical and geo-economic upheavals of the 1990s. This approach was inspired by Philippe Baumard, who, in his 1991 book Stratégie et surveillance des environnements concurrentiels, described corporate intelligence as a strategic investment, and Christian Harbulot, who in 1992 introduced the concept of "economic warfare" in La machine de guerre économique. Christian Harbulot recalls that the idea of including renseignement économique—the use of information from both open and closed sources—was initially rejected. Political leaders considered the subject too sensitive and focused exclusively on open sources. The term "intelligence," in its Anglo-Saxon sense, represented a compromise, leaving the door open for a more comprehensive approach. Henri Martre, then President of Aérospatiale, understood the urgency of developing a written culture around economic intelligence. Under his leadership, the working group enjoyed significant freedom despite political pressures and institutional resistance. The Martre Report was a turning point. Among its contributions, Philippe Clerc highlights the definitions introduced, which made economic intelligence an operational tool. Equally significant was the comparative analysis of economic intelligence systems worldwide, showing how advanced nations had already turned information into a strategic asset. The report’s most important legacy was the establishment of a public policy on economic intelligence. Prefect Rémy Pautrat played a crucial role in transforming the report’s insights into tools, methods, and organizations. This led to the creation of networks such as the Chambers of Commerce, which developed support programs for SMEs, and academic institutions like the École de Guerre Économique, which trained the first generations of economic intelligence professionals.

On July 3rd, 2024, HCSS hosted the first The Hague Strategic Foresight Forum Talks ‘Navigating Tomorrow: Transatlantic Outlooks on the Future Security Landscape and its Implications for the Netherlands’. The first of a three-part series, HCSS is now gearing up to host the second iteration. This guest paper What divides us? And the impact on democracy and stability was written by Dr. Jakkie Cilliers in anticipation of the second The Hague Strategic Foresight Forum Talks ‘Global Perspectives on Future Security Trends’. This closed-door event will be held on the 23rd of September 2024. The paper examines the widening gap between the Global North and Global South amid shifting economic and political dynamics. It explores how these global divisions—fueled by economic disparities, geopolitical tensions, and climate change—affect democratisation, governance, and global stability. With rising authoritarianism and declining democracy worldwide, the paper raises important questions about the future of multilateral cooperation and the role of different regions in shaping a more stable global order. We're excited to organize the inaugural "Economic Statecraft Summit" this week, the 25th/26th of July hosted at Texas A&M University - The Bush School of Government and Public Service in Washington, D.C. During the two-day conference with Texas A&M University and Potomac Institute for Policy Studies, Future Union is excited launch the first of many conversations in an invite-only, off-the-record format gathering the top thinkers in the legislative/executive branches, Pentagon, academia, and industry on this important topic as we convene to focus on new economic initiatives in this Congress and the next to combat China and other rogue geopolitical rivals. Our elected officials, government, academic institutions, and industry are critical in this competition and, as numerous panels will articulate, all need to come together in a more structured and fulsome manner to combat the economic threat ahead on this all-of-world issue. With panels from all corners of the world, we expect new ideas to emerge on the ways we can utilize the economic engine of progress as a sword and shield against these geopolitical foes. This is a variant of the traditional conference format, pressure testing ideas in a two-way dialogue among presenters and attendees hoping to set a new course forward with an eye toward the origination of disruptive solutions for the next Congress and Executive branch leadership.

The report is the product of a unique collaborative process over the past year involving officials from across the nine ESPAS institutions and bodies.
