#CCPI2024 #Romania #EU #climatepolicy 🌞 Happy to see that #Romania ranks 24th in this year’s CCPI, and is now among the countries showing medium performance. 🚀 #Romania improved its performance in 3 of the 4 CCPI categories (since CCPI2023), up 19 spots, with low ratings in the #ClimatePolicy and #RenewableEnergy categories, medium in #EnergyUse and high in #GHGEmissions. 🏞 The #NationalStrategy on #AdaptationtoClimateChange & its associated #NationalActionPlan soon to be #approved by the #RomanianGovernment (https://lnkd.in/dTjyt2-a) ( ✅ proud to have contributed to its drafting), as well as the revision of the National Energy and Climate Plans (NECP), are expected to improve at least the #ClimatePolicy ranking. 🇪🇺 Overall, the #EU rises 3 spots, to 16th, and now has a high overall ranking. 🇪🇺 14 #EU countries are among the high and medium performers, with Denmark (4th) followed by Estonia (5th) leading the overall ranking.   PS: The annual Climate Change Performance Index (CCPI), published since 2005, is an independent monitoring tool for tracking the climate protection performance of 63 countries and the EU. Canada - at #62 - has a long way to go on #ClimateAction. There’s a correlation between this ranking and future global economic competitiveness. The good news is that #CdnPoli climate policies are pretty well designed. The aim of the Act is: - To enable the development of an effective climate change response and a long-term, just transition to a low-carbon and climate-resilient economy and society for South Africa in the context of sustainable development; and - to provide for matters connected therewith. The objects of the Act are to— - provide for a coordinated and integrated response by the economy and society to climate change and its impacts in accordance with the principles of cooperative governance; - provide for the effective management of inevitable climate change impacts by enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change, with a view to building social, economic and environmental resilience and an adequate national adaptation response in the context of the global climate change response; - make a fair contribution to the global effort to stabilise greenhouse gas concentrations in the atmosphere at a level that avoids dangerous anthropogenic interference with the climate system; - to ensure a just transition towards a low carbon economy and society considering national circumstances; - give effect to the Republic’s international commitments and obligations in relation to climate change; and - protect and preserve the planet for the benefit of present and future generations of humankind. The Act will come into operation on a date fixed by the President by proclamation in the Gazette. My team (Adaptation Policy at MfE) published our Adaptation preparedness: 2024 update report! The report is based on responses from policy and service delivery organisations to the second request for information made under the Climate Change Response (Zero Carbon) Amendment Act 2019 section 5ZW. The report compares high-level trends between this request for information and the 2020/21 baseline and provides an overview of the 2024 responses. This report will inform part of the evidence base for the Ministry for the Environment’s advice on adaptation action. The Department of Climate Change, Energy, the Environment and Water has released the National Climate Risk Assessment: First Pass Assessment Report, which identifies 56 nationally significant climate risks facing Australia, and 11 priority risks that will be analysed in a further assessment. Consultation is now being undertaken to help inform the development of a National Adaptation Plan that will establish a framework to address the risks identified in the Assessment. https://bit.ly/4b4WGLX

New IEMA Paper: Developing Skills for Adaptation Climate change is already effecting every country on Earth. Even if we are suddenly able to decarbonise at pace, we will be unable to prevent the inevitable impacts of historical emissions. Governments and regulators worldwide are urging organisations to report their climate risk exposure and adaptation measures. This paper will prove a useful tool for a wide range of groups looking at the necessary actions, challenges, and skills for building adaptive capacity and reducing vulnerability to climate change. New UK Climate Change Committee report is interesting for several reasons. More obvious ones include a general failure of adaptation in the UK. Another very interesting nugget is the reference to national loss and damage reporting as an international best practice in "Monitoring" (p. 12). The CCC highlights the work by the Government of Bangladesh to attempt to capture existing losses and damages. All countries, no matter what development level, need to better capture growing losses and damages to better account for the full socioecological costs of climate change to the human and more-than-human world. https://lnkd.in/dqbD5p5h

Personal Perspective on Climate Adaptation Negotiations: Post -3- Article 7 of the #Paris Agreement sets adaptation to #climatechange as a core objective, calling for enhanced adaptive capacity, strengthened resilience, and reduced #vulnerability, all within the context of sustainable development and the global temperature goal. #Adaptation activities span five components: observation, assessment of climate impacts and vulnerability, planning, implementation, and monitoring and evaluation of adaptation actions. While adaptation actions should be country-driven, the importance of international cooperation and communication cannot be overstated. Adaptation policy must urgently address #climate change's current impacts while building future resilience. From a #climatejustice perspective, advocating for more ambitious adaptation measures is crucial for a just future. Countries in the Global South, historically contributing the least to global carbon emissions, are already significantly impacted by climate change and require substantial adaptation efforts. Least Developed Countries (LDCs) and certain communities in the Global North, such as the First Nations in Canada, also face significant vulnerabilities. On a national level: National Adaptation Plans, #NAPs, should include both national policy and ground-level evaluations, emphasizing participatory, inclusive, and bottom-up initiatives. Monitoring and evaluation should integrate existing and new data, ensuring flexible and adaptable guidelines. Effective tracking of NAPs attracts future funding and ensures #sustainabledevelopment alignment.

Great to see our policy paper on local #ClimateAdaptation being picked up by the Global Center on Adaptation. 🌳 Given the direct impacts of climate change are felt first and foremost at the local level, many have called for climate adaptation to be a local responsibility. Indeed, local authorities have a major influence on climate change adaptation - such as through their land use and permitting decisions. Yet, their actions are strongly determined by the national fiscal, regulatory and policy contexts in which they are embedded in. Our recent OECD - OCDE policy paper examines the crucial roles and responsibilities for climate adaptation across levels of government.
