Indonesia is positioning itself as a prime destination for foreign investment, with President Prabowo Subianto scheduled to visit China, the United States, and the United Kingdom for important diplomatic and economic talks. According to the General Chairperson of the Indonesian Chamber of Commerce and Industry (Kadin), Anindya Bakrie, these visits aim to attract foreign investment, open up markets for export-based trade and industrialization, and establish industrial cooperation. I believe this will also pave the way for new trade agreements and investment deals, making it easier for businesses to operate and grow in the country. Last year I published a piece in The Pacific Review on how the Indonesian state has sought to maximize the benefits of foreign investment while reducing some of the downside risks. Indonesia is a good case study for this because it is a net debtor country, meaning typically more investment flows into Indonesia than goes out. This is an important driver of growth, but can also create strategic and economic liabilities as foreign creditors establish claims on Indonesian assets. This is what the idea of debt trap diplomacy is all about. In this paper I explain how the Indonesian state has taken actions to mitigate these vulnerabilities by deepening domestic capital markets, diversifying the types and sources of FDI, accumulating foreign exchange reserves, intermediating inflows through SOEs and forcing foreign investment into strategic sectors. Investment always involves risk, and not just for the investor but also for the recipient. What I tried to show in this paper is that Indonesia is not merely a passive recipient of foreign capital inflows, but has taken steps to mitigate some of these risks.
