Tax to GDP is still a thorn in the flesh for many African countries. It seems that African countries are still collecting at rates way below the juicy rates achieved by OECD countries. The reasons for this still confound many but a large untaxed informal sector may be part of the reasons.
📘 [OUT NOW] 𝑅𝑒𝑣𝑒𝑛𝑢𝑒 𝑆𝑡𝑎𝑡𝑖𝑠𝑡𝑖𝑐𝑠 𝑖𝑛 𝐴𝑓𝑟𝑖𝑐𝑎 2024 This report highlights the latest trends in tax revenues across 36 African countries, including Mozambique, Somalia and Zambia for the first time. In 2022, Africa’s average tax-to-GDP ratio rose by 0.5 percentage points to 16.0%. However, the level remained below other regional averages (19.3% in Asia-Pacific, 21.5% in LAC and 34.0% in OECD countries), underlining the need for diversified and sustainable revenue strategies. Last week, Brian Kanyi and I participated in a session with the Finance and National Planning Committee of Parliament to discuss Kenya’s ratification of the Multilateral Convention aimed at implementing measures to prevent base erosion and profit shifting (known as the BEPS Multilateral Instrument or MLI). The MLI acts as a mechanism to amend multiple existing Double Tax Treaties (DTTs) in effect, facilitating the incorporation of treaty-related BEPS actions. This signifies a positive step forward in safeguarding Kenya’s tax base. Presently, Kenya has 15 DTTs in effect. Despite substantial foreign direct investment from countries like the United States of America and Japan, Kenya lacks DTTs with these nations. The international taxation landscape is still playing catch up to the advancement of more globalized ways of doing business. The OECD has over the years proposed various measures to address the issue of base erosion and profit shifting by Multinational Enterprises through cross boarder transactions. While we await the National Budget 2024/25 to be read tomorrow, we are eager to see what Tanzania shall implement from the OECD's recommendations as part of the current global tax reforms. 𝐄𝐚𝐬𝐭 𝐀𝐟𝐫𝐢𝐜𝐚’𝐬 𝐓𝐚𝐱 𝐋𝐞𝐚𝐝𝐞𝐫𝐬 𝐅𝐨𝐜𝐮𝐬 𝐨𝐧 𝐓𝐚𝐱 𝐂𝐨𝐦𝐩𝐥𝐢𝐚𝐧𝐜𝐞 𝐢𝐧 𝐓𝐡𝐞 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐄𝐫𝐚 The 52nd East African Revenue Authorities Commissioners General Meeting (EARACG) concluded in Nairobi with resolutions focused on digital service tax adoption and anti-smuggling measures, bringing together senior tax administrators from all EAC member states, including new members DRC and Somalia. Under the theme "Enhancing tax compliance through effective community engagement in a digital era," the meeting, opened by Cabinet Secretary Hon. CPA John Mbadi Ng'ongo, emphasized enhancing domestic revenue mobilization through improved tax collection strategies and regional harmonization. Seven key resolutions were adopted during the two-day meeting, including tax exemptions rationalization, enhanced compliance risk management, AI and technology integration for tax compliance, digital economy taxation frameworks, strengthened anti-smuggling measures, operationalization of the EAC Multilateral Double Taxation Agreement, and harmonization of regional tax policies. The participating administrations agreed to continue engagement through an approved work plan, with the next EARACG meeting scheduled for May 2025 in Rwanda. #EARACG #TaxCompliance #DigitalTaxation #EACIntegration #TaxInnovation #RegionalDevelopment #RevenueGrowth
