A major archaeological site, a crucial part of North Carolina's history and indigenous heritage, has been unearthed during the construction of a residential development in Cedar Point, NC. This site, with its 2,000 artifacts and human burials, holds the potential to unveil significant insights into the early interactions between Native Americans and English settlers. However, proposed changes to State law by Sen. Michael Lazzara threaten to expedite the construction, putting this invaluable site at risk of destruction without adequate safeguards or mitigation. https://lnkd.in/gyfcStcz 📢 Immediate Action Required: 1. My initial thoughts on the revised NPPF from a heritage perspective: Heritage, and arguements about it, are going to play a big part in the identification 'Grey Belt' land! The NPPF Glossary definition of Grey Belt land excludes land where the application of policies relating to designated heritage assets (and non-designated archaeological sites of demonstrably equivalent significance to a scheduled monument) "would provide a strong reason for refusing or restricting development". How will this work in practice? If significant archaeological remains are found on Grey Belt land, could you argue that it is no longer Grey Belt land (assuming it cannot be developed without removing the remains)? Or will it come down to the substantial harm being outweighed by the public benefit under para 214, in which case it remains Grey Belt land? Will Grey Belt identified in the Local Plan be "ironclad" and will land being argued to technically be Grey Belt by developers/promoters be on less firm footing in this context? Grey Belt land will also need to consider the setting of designated heritage assets. This may be more predictable than the above, in that Grey Belt land will generally be previously developed, so theoretically may already be detrimental to the setting of some assets... in which case replacing it with something equally harmful should be permissible. On the other hand, some Grey Belt may contain designated heritage assets... What do people think? The archaeological and historical records frequently do not match, which is why we have Historical Archaeology, in which the best work is done when coherence with documents is not assumed. My published Honours thesis identified mass discrepancies between burial records and reality in Melbourne General Cemetery, as did recent archaeological work at Central Station Sydney. This latest example drives home that historically as now, nothing is sacred or accountable when contracted works are carried out without inspection or audit. https://lnkd.in/gxtEwXxt

🎉 Delighted that our recent work to secure preservation in situ of archaeological remains has been used by Historic England as a case study for good practice for its recent revision of Preserving Archaeological Remains: Appendix 5 The Reburial of Archaeological Sites! 👏 Whilst working for ALIGN on HS2 (C1 North) Sarah Revans BSc PGCFA MCIfA MA co-ordinated the engineers and their designers to design an embankment over archaeological remains. 🏗️ The remains were found during the early works contract for HS2 and temporarily reburied whilst a long term solution for preservation in situ was agreed. The site at Hunt’s Green Farm contains evidence of an Iron Age boundary ditch called Grim’s Ditch, part of a larger monument that continues outside the site area. The ditch to the south-west of the reburial area is scheduled. Other scheduled and undesignated sections are located throughout Buckinghamshire. The reaction I am hearing from the historic preservation community to the Advisory Council on Historic Preservation's proposed program comments for streamlining the historic preservation process has ranged from concerned to downright angry. State Historic Preservation Officers and the archaeological community are particularly concerned and there is no data to demonstrate this proposal is necessary. The Society for American Archaeology has even questioned the legality of the process. No one is questioning the value of streamlining. Our agency received over 19,000 project submittals for review last state fiscal year and almost 5,000 were Section 106 submittals. Streamlining is important to our agency, without question so we can concentrate on project reviews that require our utmost attention. However, these program comments are the wrong process for the reasons outlined in our letter below. Below are our comments submitted to ACHP with our concerns. We certainly see the value of streamlining, but the proposal and process will have disastrous effects on archaeological review and will increase the probability of inadvertent discoveries causing project delays and cost overruns. Our agency would like the process reverted to national or state programmatic agreements where states and tribes can retain their voice in the process as per the intent of the National Historic Preservation Act. Like the great civilizations of the Indus, Tigris-Euphrates, Nile, and Yellow rivers, the Maya could overcome droughts that stretched years or even decades.
