⚡️ The US Army has awarded a follow-on contract to BAE Systems, Inc. to develop Multi-Class Soft Kill System countermeasures to protect ground combat vehicles. In particular, the British defense manufacturer is expected to further develop its laser-based Stormcrow and Terra Raven countermeasure systems. These capabilities enhance the US Army’s electronic warfare-based Active Protection System to effectively neutralize threats, such as guided missiles, while reducing reliance on explosive munitions. “Today’s combat vehicles need active protection systems that quickly and efficiently counter modern threats,” Director of Integrated Survivability Solutions at BAE Systems Jared Belinsky said. “Missile countermeasures are part of our full-spectrum approach to electromagnetic warfare. The US Army Air and Missile Defense community has, for decades, exacted a heavy cost on our Foreign Military Sales friends. Participation in the government’s “International Engineering Services Programs (IESP)” and “Missile / Interceptor Field Surveillance Programs (FSP) is compulsory; a condition-of-sale in both FMS and Direct Commercial Sales agreements. Originally developed over fifty-years ago so all users of the HAWK air defense system shared in the system’s long-term sustainment and capabilities growth, it was invaluable from the perspective of keeping pace with and overcoming ever-increasing threats. The programs are comprised exclusively of “services;” no hardware or weapon systems modification costs are covered. The contracts awarded are exclusively research, analysis, testing, administrative, etc., etc. As new weapons systems were introduced to the US inventory and sold to other countries, their own IESPs and FSPs were established. In the beginning, and into the mid-1990s, these programs were well-managed and financially conservative. No longer. Although escalating threats are still addressed, the costs have exploded. Countries that feed tens-of-millions of dollars annually into the AMCOM and MDA coffers—the great majority of which is passed directly to the system OEMs—are given limited transparency. Costs are seldom scrutinized by the government—or for partner review—in any significant way; rigor is rare. Top-level financials are briefed to the IESP / FSP partners yearly, but tangible answers to questions are atypical, cost justifications are ignored, and most international partners view the financial data as suspect and thoroughly manipulated. Copies of contracts are never shared because of their multi-country nature. The AMCOM and MDA managers are empty suits, incapable of—or uninterested in—real oversight, and rely heavily—if not exclusively—on the OEMs. The international partners view IESP / FSP as just another part of the heavy-handed baggage that comes with purchasing US complex weapon systems. Another cash-cow arrangement. They have no choice. Another candidate for the DOGE? Sign me up.

The $6.2 billion deal includes advanced mission system computers, aerial refueling support, Active Electronically Scanned Arrays, radars, and missile-warning systems, as well as maintenance, software support, and training.
