🔗 The Regulatory Path to Redeveloping Power Plants As we embrace a sustainable future, planning for the decommissioning and redevelopment of power plants like Huntly Power Station become crucial. As New Zealand's PM recently said "...where there's things that other countries have done well in, we should just steal it and make sure we bring that into New Zealand's thinking as well". The approach used at Ratcliff-on-Soar in the UK is a good example of the regulatory enablers that governments can use to support an industry lead energy transition. https://lnkd.in/gYb-uucr 🏭 The key lies in effective regulation and government support. The recent redevelopment of Ratcliffe-on-Soar into a zero-carbon technology hub showcases the power of Local Development Orders (LDOs) in driving such transformations. 🌱 With LDOs, local authorities can provide a flexible planning framework, ensuring the needs of future occupiers and mitigating risks. This approach not only accelerates development but also retains jobs and skills in the community. 📈 The result? A projected creation of 7,000-8,000 jobs and a £513m annual boost to the East Midlands economy. Our 2024/25 Business Plan has been published reflecting the many different activities our 15 workstreams will be undertaking, working towards improving outcomes for people and places across the whole of Scotland. It continues to support the three priorities of Scottish Government’s Infrastructure Investment Plan of enabling the transition to net zero emissions, driving inclusive economic growth and building sustainable and resilient places. We highlight big themes for public sector infrastructure investment in which our teams will be engaged: ▪️ Delivering more affordable housing ▪️ Transitioning the public estate to net zero emissions ▪️ Enabling the transformation of public service delivery. Our focus remains on attracting private sector investment into digital infrastructure and supporting the energy transition, as well as assessing financial models to deliver heat networks and attracting further investment into electric vehicle charging infrastructure along with a new workstream dedicated to infrastructure for the hydrogen economy. We see new opportunities across the construction sector where increased digitalisation, modern methods of construction and the retrofitting of existing buildings will be vital in supporting the energy transition and Scotland's net zero requirements. Demonstrating the extent of disdain towards Mr Miliband’s plans, one Lincolnshire councillor labelled the pylons "horrible monoliths that belong to a past industrial age". 🕊 𝐀 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲 𝐂𝐨𝐦𝐩𝐞𝐧𝐬𝐚𝐭𝐢𝐨𝐧 𝐂𝐨𝐦𝐩𝐫𝐨𝐦𝐢𝐬𝐞? Council’s have called for community compensation of “hundreds of millions of pounds” if the pylons are pushed through. A Department for Energy Security and Net Zero spokesperson recently stated that “where communities live near clean energy infrastructure, they should benefit directly from it”. Whilst greater clarity is needed, perhaps further common ground can be found to prevent a likely lengthy battle between the Government and local authorities, which could define Mr Miliband’s time as Energy Secretary. The updates continue to pour in pre-Christmas, today with the publication of Welsh Government's Draft Budget 2025-26. On first review, some key headlines for #planning and in particular Net Zero Infrastructure projects across Wales: ✅ Recognition that capacity and delay in the planning system is a barrier to growth. An additional £3.7m in 2025-26 to accelerate planning decisions and support digital transformation of services. ✅ Further funding for delivery partners (Natural Resources Wales is highlighted), including £5m to enhance capacity to progress infrastructure consents promptly and input on land use and marine planning ✅ £5m investment in #green energy for new #renewable energy projects and smart local energy systems ✅ A focus on green jobs that grow the economy, with recognition of the need for skills linked to #decarbonisation ✅ Overall capital funding of more than £120m for the Economy, Energy and Planning portfolio

The UK shut down its last coal-fired power station this week, marking an important global milestone in addressing climate change through energy transition. The Ratcliffe-on-Soar power station in Nottinghamshire, which has been operating for 50 years, is making this change to embrace cleaner and flexible energy. This is a critical step in the UK’s ambition to decarbonise electricity by 2030 and a powerful example of a changing global energy system. We were pleased to work with site owner, Uniper, on the new facility’s masterplan and urban design. Our experts in Arup also provided environmental and transport consulting to support the move towards net zero targets. Strategies for transitioning coal power plants around the world need to consider how to create a socially just, economically viable and politically sustainable pathway for local residents and communities. It's great to see that the redevelopment is exploring the potential opportunities for local communities and businesses, as the site turns away from fossil fuel power. 📢 The government has announced plans to build thousands of new homes as part of a £68million investment pledge. 🏘️ Announced in October this year, the funding through the Brownfield Land Release Fund will go to 54 councils across the UK who will use it to turn neglected land into new homes. The funding will mean councils can clear empty buildings, former car parks and industrial land to make way for the homes. As part of the fund, there will be a focus on improving infrastructure such as internet, water and power. Getting the network design for these homes right from the onset will allow for efficient and rapid grid connections. The City of Ithaca, New York's Green New Deal, passed in 2019, lays out an ambitious plan to get the town of 20,000+ residents to be 100% carbon neutral by 2030. Key to this effort is #ElectrifyIthaca. Led by BlocPower, the initiative aims to replace all fossil fuel infrastructure—including natural gas in some 6,000 buildings within city limits—with electric HVAC equipment, induction stoves, and the like. By all accounts, equitable, carbon-free energy represents the future of Ithaca, and its mobilization efforts thus far are impressive by any measure. The practical and legislative hurdles to success, however, may be too large and too numerous to bear. In my latest #PolicyWatch column for Green Building Advisor, I spoke with Ithaca's director of sustainability Rebecca Evans and BlocPower's Ethan Bodnaruk, PE about these hurdles, what's been accomplished to date, and what is likely needed to make wide scale electrification and decarbonization a reality. “We need to hit the accelerator. The government plans to reintroduce minimum #energyefficiency standards for rented properties, requiring landlords to achieve at least a #EPC ‘C’ rating by 2030. More details to follow. This move aims to help the UK meet its #netzero goals by decarbonising buildings within the Private Rented Sector. While more regulations relating to making our buildings more sustainable might be on the horizon, this step provides clarity for landlords, many of whom have already improved their properties’ EPC ratings. There is considerable evidence that installing #energyefficiency measures in a rental property can lead to an increase in capital value, increased rental premiums and increased tenant satisfaction benefiting the #climate, #tenants, and #landlords alike. 🏡 🌏 🌲 #climatechange #climateaction #retrofitting #epcs
