India's agriculture sector faces numerous challenges, from soil degradation to over-reliance on pesticides and fertilizers. Dr. Kalyan Goswami (PhD in Public Policy), Director General of the Agro Chem Federation of India (ACFI), sheds light on the urgent need for policy reforms and innovative solutions to tackle these issues. In a recent interview, Dr. Goswami emphasized the role of nanotechnology in reducing pesticide use and called for stronger support for R&D in the agrochemical industry. He also highlighted the critical gaps in current policies, particularly regarding Minimum Support Price (MSP) and the lack of training for farmers in sustainable practices. Dr. K C Ravi, Chairman Crop Life India and Chief Sustainability Officer, Syngenta India contributed an article in the fourth edition of the India Chemical Industry Outlook 2024 year book on “Policy reforms to take agrochemicals to the next level”. While tracing the great strides that the agrochemical industry in India has made , he highlights three critical reforms that would take the agrochemical industry to greater heights. Dr. Ravi highlights that the first big-ticket reform is the reduction in registration timelines for crop protection products so that the farmers are equipped with the latest technologies to combat the various challenges. There is scope of improvement with respect to policy, process & administrative capacity changes thereby reducing timelines by three years & fostering innovative plant protection solutions for Indian farmers. Second is allowing Minor Changes which has been in discussion since 2012. Dr. Ravi highlights that if one is to make minor changes in the existing chemical composition, it qualifies as a new formulation & requires to be registered with the total data package all over again under the Insecticides Act 1968 & Rules 1971 at present. Third, the most debated issue is of Regulatory Data Protection. The data submitted by the first time registrant is given protection for a certain number of years the world over to not only stabilize & steward the product in the market but also for recouping the massive investment incurred to bring the new product.
