To remove any doubt; I identified this problem in 1994 in the Whyalla, Shopping Centre. And solved it. I built a simple Excel spreadsheet in regard to the movie: 'How to catch a thief'? Same principles apply to: #stratatitle & #agedcare! Landlords overcharging shopping centre outgoings fees and charges aka: #managment #administration #cleaning #maintenance fees and charges. I watched the #FourCorners documentary with interest. Frustrated Property Owners venting their #frustration as if it was another Footy or Rugby League match. In 1999 / 2000 myself and a #colleague Malcolm Macrae did extensive #analytics & #research on 58.0 Discount Department Store & Regional Shopping Centres; mostly AREIT owned (I was doing the #research). Through hard #numbers #logic & #reasoning yes Macrae was my #mentor ("Have you got into the numbers Don"? until I became his mentor) on a high to very high #balanceofprobabilities we could establish that $1,000,000,000 (a billion dollars) of hard earned Tenant's monies aka #businesscapital (in Trust) was being overcharged and paid out of each business! I suggested the #OutgoingsCodeofConduct. Bruce York then Lease Administration Manager for #WoolworthsLtd and I put it together. I did the accountability stuff; Bruce the soft & fluffy stuff. The #ACCC #endoresed it to rolled out across the country under Retail Tenancy Legislation. #GraemeSamuel quashed it.
