Empowering Black Canadian Public Servants: Insights from the 3rd Session of the Permanent Forum on People of African Descent. The 3rd session of the Permanent Forum on People of African Descent provides a crucial platform for addressing the unique challenges faced by Black communities, including those within the Canadian public service. From systemic racism and underrepresentation to barriers in career advancement, Black public servants encounter a myriad of obstacles in their professional journeys. However, this forum offers hope and opportunity. By sharing experiences, best practices, and innovative solutions, participants gain invaluable insights that can inform policy reforms and institutional changes within the public service. Furthermore, the outcomes of this forum have significant implications for Black public servants at all levels. By raising awareness of the issues facing Black communities and advocating for inclusive policies, the forum paves the way for greater representation, diversity, and inclusion within the Canadian public service. Importantly, the forum also fosters a sense of solidarity and community among Black public servants. Within this dynamic environment, the Black experience remains a focal point, particularly concerning participation in international trade facilitated by platforms like BRICS (Brazil, Russia, India, China, South Africa). Understanding the Challenges For Black entrepreneurs and businesses, accessing and navigating the complexities of international trade can be daunting. Historical barriers, systemic inequalities, and limited access to resources often hinder their full participation and success in global markets. Moreover, the lack of transparent dialogue exacerbates these challenges, perpetuating disparities and limiting opportunities for growth and development. Embracing Opportunities through Transparent Dialogue Transparent dialogue within the BRICS framework presents a unique opportunity to address these challenges and foster inclusive economic growth. By facilitating open discussions, sharing best practices, and promoting equitable policies, BRICS nations can create a more level playing field for Black entrepreneurs and businesses to thrive. I had the honor of attending the National Forum for Black Public Administrators Conference in Baltimore, Maryland! This was my first time back at the conference in three years, so it was great to see colleagues I haven’t seen in a long time. The National Forum for Black Public Administrators works to center the specific needs of African American public administrators for professional development and provide resources on how to address issues affecting cities across the country. Here are my key takeaways from the conference: • Understand who holds the power and who implements the policy to effectively strategize how to advance Racial Equity. • Don’t allow performative activism stop us from having actionable and effective change for BIPOC communities. • Economic power influences the policies to have the systemic change we desire. • It’s critical to have collective action and help everyone understand (including white folks) how we all benefit from racial equity initiatives. In the words of Janet Jackson, “What have you done for me lately.” • As we strategize to further Racial Equity, we have to help white folks understand they are not losing anything from our society centering Racial Equity. • Conducting a “Power Map” is important as you work to be strategic in understanding who holds power, who holds a Racial Equity analysis, and how to proceed forward in this work.

Celebrating the History and impact of Black Contributions in Ireland Black History Month is a global event that honours the history, contributions, and achievements of Black individuals and communities. It is a time for reflection, education, and celebration of the rich cultural heritage and enduring impact of Black people in Ireland and worldwide. The celebration not only acknowledges past struggles and triumphs but also serves as an inspiration for current and future generations. This year, our theme is "Unity in Diversity," which emphasizes the importance of embracing our differences while recognizing our shared humanity. We have historian and TEDx Talk speaker Emmanuel Kulu from New York as our keynote speaker. Our vision for Black History Month Ireland over the next five years is ambitious and impactful. We aim to: 1. Educate:Increase awareness and understanding of Black history and culture among the wider Irish population through educational programs, workshops, and public lectures. 2. Celebrate: Highlight the contributions and achievements of Black individuals in various fields, including the arts, science, business, and sports. 3. Empower: Provide platforms for Black voices and stories to be heard, fostering a sense of pride and belonging within the community. 4. Unite: Promote solidarity and mutual respect among all communities in Ireland, reinforcing the values of diversity and inclusion. 5. Advocate: Work towards the implementation of policies that address racial inequalities and promote social justice. Register to attend! The Black Executives Network/Le réseau des exécutifs noirs (BEN/REN) is pleased to share A Study of the Black Executive Community in the Federal Public Service, authored by Dr. Rachel Zellars and released earlier this month. This pivotal report was commissioned in 2023 in response to an existing perception that the Black executive community lacked the education, language, or citizenship qualifications necessary to achieve workforce representation aligned with workforce availability. As a community of fewer than 100 Black professionals at that time, we knew deeply that these were not the true barriers holding us back. This disconnect revealed widespread misconceptions and a lack of understanding about the lived experiences and realities of Black executives. Inspired by the transformative impact of Many Voices One Mind: A Pathway to Reconciliation, which shed light on the challenges faced by Indigenous Peoples within the federal public service; Dr. Zellars, a lawyer and associate professor, recognized for her critical work on implicit bias was commissioned by BEN/REN to undertake a study to critically examine and document the experiences, barriers, and opportunities within the Black executive community within the Federal Public Service. Recognizing the internal nature of the study, the initial release was limited, as the findings required an internal response from the federal public service. Since releasing the study internally, we have observed a growing interest from individuals and organizations outside the public service wanting to read the report and better understand the issues it highlights. In response to this interest, we are now sharing the study more broadly, hoping it fosters meaningful dialogue and inspires collective action toward equity and inclusion.
