As capital must be used with more efficiency, state digitalisation is a critical path towards service and cost optimization. Tax payers have expectations, but the digitalisation within a public sector takes time. Why ? -Scope : governements are the biggest organization in their home country. Whatever the digital transformation that is pursued, it will be massive. It means more time required, and less agility. -Time Frame & Politics Priorities : governments can think in years or decade. They don't have the urge to transform, and can easily postpone projects, notably when governement change Think about the change management, critical to any project ? Now apply that to organizations that have more people than an army, small incentive to change, and with new directions coming from the top faster that the organization ability to transform. 😅
