#RoadtoINC5 #Kenya has been a strong advocate for a high-ambition plastics treaty that tackles the entire lifecycle of plastics, from production to disposal. As the world prepares for the fifth and final #INC5 meeting (Nov 25–Dec 1, 2024), we collaborated with CEJAD KENYA to host a #MediaBreakfast. This platform provided an opportunity to reflect on the treaty journey and emphasize critical concerns for discussion at INC5. We also called on African leaders to stand in solidarity, demanding decisive action to reduce plastic production and eliminate hazardous chemicals throughout the plastics lifecycle. The development of a legally binding UN treaty is a once-in-a-generation opportunity to tackle the plastic pollution crisis in a globally coordinated way. 🗞️ #PlasticsTreaty: What went wrong in Busan, and what alternative arrangements may work to resolve the current deadlock in negotiations 💡 In his latest article 👇 published by the International Institute for Sustainable Development this week, our coordinator Remi Parmentier, who attended INC-4 and INC-5 Plastics negotiations this year, reflects on 𝐚𝐥𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐯𝐞 𝐧𝐞𝐠𝐨𝐭𝐢𝐚𝐭𝐢𝐧𝐠 𝐦𝐨𝐝𝐚𝐥𝐢𝐭𝐢𝐞𝐬 to overcome the political deadlock (the "dialogue of the deaf") observed in Busan this November: 🔹 Ministerial leadership to enable flexibility and compromises. 🔹 The Vienna setting format, proven effective during the CBD Biosafety Protocol negotiations in 1999 and 2000, and during the 2002 World Summit on Sustainable Development in Johannesburg. 🔹A Friends of the Chair mechanism for focused, trust-building dialogue. Should the resumed session still fail to reach a consensus agreement, Parmentier also proposes that the High Ambition Coalition member nations lead the way with a plurilateral agreement to phase out the most harmful plastic products and chemicals of concern without delay—paving the way for broader global participation 🤝 . 🌍 Towards a Strong Global Plastics Treaty at INC-5. Mondelēz International supports a legally binding treaty that tackles the entire lifecycle of plastic products, underpinned by harmonised regulation. In March 2022, the United Nations Environment Assembly (UNEA) began the process of negotiating a Global Plastics Treaty by the end of 2024. As we approach INC-5, the last scheduled round of negotiations, we hope Member States will agree on ambitious and constructive treaty provisions. ❗ We need a treaty that can ensure global plastic production reduction. It must aim to phase out plastic production, promote reuse systems over downstream measures, and guarantee a strong and equitable financial mechanism. 📆 INC-5 will take place in Busan, Republic of Korea, from 25 Nov to 1 Dec 2024. 🌍 The INC-5 Negotiations - Where Are We Now? As the curtains close on #INC5 in Busan, South Korea, stakeholders reflect on valuable lessons learned and critical challenges that lie ahead. The fifth Intergovernmental Negotiating Committee (#INC5) session brought nations together to deliberate the first International Legally Binding Instrument (#ILBI) on plastic pollution-a treaty with the potential to transform global plastics 💡 What We’ve Learned: Despite the lack of a finalized treaty, progress was evident in discussions around extended producer responsibility (EPR), plastic production caps and a financing mechanism to ensure global equity. However, sharp divisions remain over implementation frameworks and economic trade-offs. Circular Innovation Lab ApS commends the collaborative spirit demonstrated throughout this critical week. The fifth session of the Intergovernmental Negotiating Committee (INC5) for a Global Plastics Treaty ended early Monday morning with an agreement for Member states to meet again for what could be the final negotiation meeting to land a deal. After 7 days of negotiations countries could not agree on almost all the articles in the treaty. Civil society organisations, indigenous and frontline communities pushed hard for a treaty that prioritises production cuts which resulted in over 100 countries committing to a treaty that reduces plastic production. The challenge now is on the 100 countries to stand up and fight to ensure they deliver a treaty that will be fit for purpose. After a week of extensive deliberations in #Ottawa, #Canada, the fourth round of negotiations (#INC4) on a legally binding 𝘎𝘭𝘰𝘣𝘢𝘭 𝘗𝘭𝘢𝘴𝘵𝘪𝘤𝘴 𝘛𝘳𝘦𝘢𝘵𝘺 has ended with mixed results. On the positive side, delegates were able to make some progress in refining the revised draft text of the treaty. Additionally, two intersessional expert groups were successfully established, marking an important step forward in the preparation for the final round of negotiations at #INC5 in #Busan, #Korea, in late November 2024. On the negative side, major divergences persist on provisions that target plastic production or chemicals and polymers of concern in plastic products. These so-called upstream measures are viewed by many as essential for effectively ending plastic pollution. INC-4 revealed that common ground is not yet in sight on these issues. Instead, negotiations on these have become even more confrontational. adelphi has long been at the forefront of advocating for an ambitious plastics treaty. Since the inception of the INC in February 2022, our initiatives have played an important role in educating and assisting member states from diverse regions throughout the negotiation process. Most recently through the Prevention of Marine Litter in the Caribbean Sea (PROMAR) project, adelphi has provided direct support for the delegations from #CostaRica and the #DominicanRepublic at the INC-4 in Ottawa.
