Serious question. In the history of duty being charged on a product, has it ever been tried to be applied to simple mixing of readily available products, if so what were the consequences? If by the act of mixing VG, PG and food flavourings together suddenly becomes a product that now has duty on it, exactly how are they going to police this? It seems home brew beer is legal for personal use but you are not allowed to sell it. You are even allowed to sell all the ingredients to people. So I can see 1st gen shops just selling the ingredients sepperately and not sure they can do anything about it for zero nic. I sure hope this will come up in lobbying over the coming months. Duty on zero nic e-juice has to be the most ill conceived idea any government has come up with.

Home distilling is now formally legal in West Virginia! Will West Virginia lose a significant amount of liquor tax? Nah. Will people go blind and die from poisoning? Nope. Will stills explode? They really shouldn't. I mean, people already home distill (and Covid grew the number of home distillers significantly) and these have not been major issues we've needed to address. The propaganda around safety is founded on half-truths to protect tax dollars on liquor sales. But as we've found through homebrewing, it actually cultivates even more tax dollars through genuine interest in beer and brewing, just as home distilling will grow genuine interest in well-crafted spirits and liquors, actually increasing sales in the space. "Starting June 7, West Virginians over the legal drinking age will be able to begin #distilling their own #spirits from the comfort of home thanks to a new bill that was signed by Gov. Justice on Thursday. House Bill 4793 allows a person 21 years or older to #distill #alcoholic #liquor for “personal or family use,” although there are limits to how much you can make per year based on the size of the household. A one-person household can distill up to five gallons of liquor per calendar year; a household with two or more people can distill up to 10 gallons per year. It’s important to note that the sale of any liquor #distilled this way is still illegal."
