The Malaysia My Second Home (MM2H) programme has been updated by the Tourism, Arts and Culture Ministry. The "Platinum" category now requires a fixed deposit of RM5 million and no longer offers permanent residence status. The programme features three categories based on fixed deposit amounts: "Platinum" (RM5 million), "Gold" (RM2 million), and "Silver" (RM500,000). Participants in all categories are not eligible for permanent residence. The new conditions also raise the paid-up capital requirement for business licences to RM200,000, with an annual licence fee of RM2,500. Only "Platinum" participants can engage in business or investment activities in Malaysia. Participants must reside in Malaysia for at least 60 days annually. The programme no longer uses original agents, and new agents must reapply under stricter conditions. Applications can be submitted at the MM2H centre in Putrajaya and will soon be accepted online. Bali has quickly become one of Indonesia's top destinations for foreign nationals looking to invest in property. By the first quarter of 2024, there was a marked increase in demand from foreigners for a range of properties, including houses, land, and apartments. Most foreign property searches in Q1 2024 centered on residential properties priced between IDR 1 billion and IDR 3 billion, accounting for 34.7% of the interest. Properties in the IDR 400 million to IDR 1 billion range followed at 25.7%, while high-end properties above IDR 5 billion made up 18% of the demand. This surge is largely driven by new regulations, such as the issuance of Decision 1241/SK-HK.02/IX/2022 by the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency, and the introduction of the Second Home Visa in December 2022. These changes have lowered the price threshold for foreign property ownership and extended ownership rights to high-rise apartments. Michel Picard, writing of the tourism scene in Bali across the 1970s... “Toward the end of the decade, however, the hippie travelers, having become more respectable with time, were viewed more positively — as a supplementary market to that of deluxe tourism, which was slowing down. Certain Balinese officials spoke of the “new tourists”, whom they presented as a young, educated clientele with a limited budget, less concerned about comfort than with local color, and keen to mingle with the Balinese. They advocated responding to this demand by encouraging the construction of small hotels integrated into village life, which offer the advantage of requiring only modest cash investments and no import of equipment (thus no foreign currency spending) and could therefore be more easily owned and run by Balinese. The provincial government, for its part, deliberately pushed up the rates on goods and services for this market with the intention of rendering the tourist enterprise more profitable for the population.” ... followed by ... “In spite of the undeniable size of this market, the official position in Jakarta as well as in Denpasar continued to grant priority to deluxe tourism, which was clearly more prestigious, easier to standardize, and was considered more viable in terms of foreign exchange earnings.” Half a century later we’re still having this conversation.
