The enforcement gaps or difficulties are the #pollution or destruction of an ecosystem in #Moldova.
These are really important, but then also to have the right enforcement capacity in terms of bringing in parts of the security sector that need to work together more closely, like environmental police, agricultural inspectors, etc.
The importance of accountability and oversight in this environmental rule of law needs to be stressed. Environmental issues can be incredibly political or affect political economies.
